Would have been really cool as in instant so you could storm off opponents spells, but it probably isn't good enough if you aren't already supporting storm.
Seems like an awkward spot though; It cant storm kill the turn its played but even at a storm of 4 or so it presents a pretty quick clock.
Honestly this is probably a legit storm win con. 2U is reasonable, probably more so than Empty the Warrens and its blue so you aren't stretching your mana base for red which is almost always the 3rd/4th color behind UB. As someone who runs storm combo, how do I not run this?!
Also: what do people think about this in the storm crow cube? Making storm crows is good, but right now the meta is geared towards Crow Control so Crow Combo might still not get there.
Yeah, seems pretty legit for cubes supporting storm. I really don't know anything about what makes a storm card good in those kinds of cubes, but this seems really good compared to other options? Tendrils of agony is probably better I would assume, maybe?
So the heirarchy of literal 'storm' win cons is probably the following:
-Brainfreeze
-Tendrils
-Mind's Desire (only if you have another storm combo card, otherwise you're trying to nail huge creatures)
-Empty the Warrens.
I didn't include this card because I want to play with it first as it might be less good then I think, but I would probably put it above Warrens which would either boot the Warrens or make it five literal 'storm' cards for the win. The thing about the storm decks is you will rarely do well if you just have one, so you typically want ~2-3 actual win cons in your deck so something frustrating doesn't happen.
Brainfreeze is most likely the best simply because it's the cheapest and we are playing 40 card decks. There are definitely cards you can run that can **** up brainfreeze--eldrazi for example, shoving a bunch of lands into your deck, the classic anti-mill stuff--but at instant speed and only two mana it's the easy to build up a storm count for and still be able to cast.
Tendrils is next since storm count 8-10 is fairly doable, but being 2BB is an actual concern. You will get there if you have a bunch of rituals, but if your deck is more UR then it's obviously a liability. Plus, random cards like life gain really **** with your *****, so it's a bit easier in-game to stump a Tendril than a brainfreeze, which usually gets stumped in sideboarding at best.
Mind's Desire is third since it's more of an enabler than an actual win con, but it's really good at enabling. Minds Desire lets you fix a train wreck by hitting things like Griselbrand or Emrakul, but also works great to finish the march towards storm. Sometimes you have like some rituals, mana, and maybe a cantrip before you cast the mind's desire, and then you flip a bunch of cards and get the rest of the way. Requires some luck, but that is less necessary the higher your storm count is.
Empty the Warrens is easily last. Sometimes a bunch of 1/1s can dominate, but in the storm deck they're always just 1/1s. There are a ton of ways to clog up the board or just remove them all, so it's really tricky to depend on them. This is a big reason why I strongly believe Crow Storm is better than Empty, as beyond the red cost the 1/2 fliers get over all the muck your opponents throw on the ground.
There are a ton of other win cons those decks can run, but for pure 'storm' cards that's how I'd rate them.
Oh, and Dream Halls, that card is the actual most important.
I added Empty the Warrens to my lower power list to try to bolster a UR Spells Matter deck. I'm not trying to make Storm a thing, but Empty is nice as a payoff in that deck. This seems like a solid addition to continue support of that deck.

Definitely, costing three and being blue and the creatures having evasion is huge for that kind of play. When I had a pauper cube I had Empty the Warrens as kind of a value play and it played better than expected, and I imagine this to be better.
Definitely the second best card of all time after Storm Crow itself.
