It has less requirements for drawing cards thank finkel and deals up to 3 damage across 2 sources when blocked. It seems like one of the best ophidians we have ever gotten.
Seems alright, and seems a decent amount better the more the blue tempo deck shows up in your meta. I'm not sure how great it is, but Im interested in seeing results if anyone tests it. I like that this accomplishes what the blue tempo wants to do anyways unless I'm attacking into something that definitely kills it.
Blue 3s are pretty anemic too. Clique, TNN, and Man o War are all stellar, but after that they drop off. Wake Thrasher isn't bad either, and I imagine if you run him you run the type of decks that would probably be happy with this guy.
I'm not saying he's great, but he seems baseline testable for certain cubes.

I don't think he is that great either but I can't think of a more pushed version of this kind of card in mono blue.
Not sure if this is better than Jhessian Thief for peasant. Prowess is a useful keyword, and without many combat tricks it's easy to forsee Eternal getting stonewalled. Blue decks are usually more interested in keeping their Ophidian alive than the reach.
That being said, drawing a card through Maze of Ith is a plus.
It's true that we haven't gotten a lot of good Ophidians I'm still proudly running the Thieving Magpie I got when Urza's Destiny came out. Other than that, Shadowmage Infiltrator is the only one of note that I can think of. This is a hell of a step up from Scroll Thief, but 1/3 aren't great stats for a three drop.
This is a decent consideration for weaker/ lower rarity lists, but it's no slam dunk.
