Although the Exert really hurts, being a sorcery is more beneficial for blue than enchantment since we can search for it with Mystical Tutor and cast it from the graveyard via Snapcaster Mage and JVP.
Among all the confiscates, this seems like simply one of the crowd to me. This is the cheapest option to steal a noncreature, but the competition for this ability is quite fierce. With permanent options like Puca's Mischief, Helm of Possession, and Vedalken Shackles, combined with more practical options like Control Magic, Sower of Temptation, and Treachery, this won't come close in traditional cubes.
Even outside a traditional cube, this seems like the equal of cards like Legerdemain, Lay Claim, and others. Dodging enchantment removal is sweet, and hitting artifacts and enchantments is sweet, but I don't think either is worth blanking your lands. I certainly won't be worth playing it.
I like this Control Magic's ability to hit artifacts or enchantments, but I don't think it's ultimately going to make up for the tempo loss of keeping all your resources tapped. Cool card, but it's going to be a miss for us.
I think this card has high potential for use and is strong enough to be cubed. That drawback is huge, but I can steal a Wurmcoil without fear of a disenchant giving it back. Or, I can totally screw with a Rec/Sur deck by stealing either enchantment. Or, grab the artifact deck's Gilded Lotus.
It would absolutely require careful play, and even then you might get yourself cornered simply because you have no alternative but to tap out. But, I think it does enough and I'm very curious to see how it plays.
The power and versatility in what it can steal are great. The drawback is concerning. Obviously, the more mana rocks and/or mana dorks you have out, the better this gets. And you (hopefully) plan a land on your next turn, so you could still have 2-3 mana up with the right configuration. I'm intrigued enough to test this but my initial guess is that it will miss the cut.
This card seems great to me as it can play the role of both removal and a threat unlike the green (only threat) or black (only removal) cards. The points already mentioned of it being versatile and hard to interact with ring very true. While the red card in this cycle is certainly my favorite (any homage to Mind's Desire gets a thumbs up from me), this one appears to be the "best".
At first glance, I don't mind the tempo drawback of this spell that much... Control magic effects can cause one of the strongest tempo swings in the game.
Stealing your opponents best creature is often going to shut down your opponents board, unless they are going wide... In which case, control magic effects aren't that good anyway.
If you steal your opponents coalition relic or something, you can use it to generate mana the next turn... stealing your opponents sneak attack should shut their whole game down.
They can't disenchant it EOT or anything to screw you if you control their creature.
Combined with tutor effects and flashback effects (sorcery > enchantment), I think this very well could be mind control caliber card. It suffers against agro, but is stronger against basically any other deck.
4-mana pseudo-Confiscate that can't be Disenchanted? I'm in, let's hope the Exert isn't too backbreaking for blue.
