Probably not for small cubes, but I do like the versatility of this card based on the matchup / situation. It's edict on turn 3 against aggro or a True-Name Nemesis or can pre-emptively take out a problematic 4+ drop like a planeswalker. I probably don't have the space for it in my cube, but it's a flexible option to consider in larger cubes.
I think three is too much for either of these effects, even with the versatility of being able to choose which one suits you best. Either option feels bad, imo. Obviously there are corner cases where even a three mana Edict gets the job done, but I think the cube would need to be pretty large before this makes the cut over other removal options. I would have definitely considered this at two mana, though.
I like the flexibility of being an exile-Cruel Edict and a nonland-Coercion ...but I ultimately don't think it'll be good enough for small-medium sized cubes.
At instant speed I would be very interested. As a 2 mana sorcery I'd lay it. As is, no deal. Three is so much more than 2.

I am by no means as interested as in the red or blue one, but this isn't the worst. The exiles are nice, and the modal nature is sweet, but I've been disappointed with both Edict effects and Coercion effects in the cube. I'm on the fence. On the fence at 1500+ is a bad sign for anyone smaller.
Think targeted hand disruption effects are very potent in cubes that run archetypes like sneak/show/natural order, such that even slightly mana effecient ones that hit them are good.
Exile edict is also big for decks that try to ramp out wurmcoil, or reanimate elesh norn type cards.
Being dead in no matchups is a nice quality to have.

Maybe if you really keen on having lots of modular spells and enjoyed having a Charm theme and such, it would fit the bill. I think I'll pass, though.
