I think this is an easy include for me. One of my favorite places to be in my UX decks is having an Impulse and a Mana Leak up on my opponents' turn, and this does this in a single card. The three mana cost is significantly worse for both effects but...the flexibility gets there.
Yes!! This is great. I have actually ADDED counterspells from the last three sets, which is something that has been quite rare in recent years. I no longer feel shy about cutting my second copy of mana leak. Wonderful card. Happy days.
Cool card. Three mana is a lot more than two to hold open, and you can't Stick this, but I will probably find a spot to try it out anyway.

Love both effects but a large part of the reason I love both effects Mana Leak/Impulse is because they are costed at 1U. In this instance, I don't think the added flexibility makes up for the additional cost. A weaker version of this for 1U would've been gold with a choice between Anticipate (or even Instant speed Sleight of hand) and Miscalculation (without Cycling).

Yeah, 2 mana Anticipate / "Miscalculation" would have been nice, but unprintable in Standard : /
Since we're talking about Miscalculation, it almost kind of seems like a scaled-up version, although the "cycling" seems to be the biggest benefit of the added cost.
Not sure if I can find a cut for it, but I'd like to.
Until the lategame, this acts as a less mana-intensive Cancel. And once your opponent has enough mana, it can be swapped for something better at instant speed. I like it.

I was going to look up Scatter to the Winds before commenting because that's exactly what I thought of first. Scatter was just a cancel for our group and that was fine but not good enough. Cancel does get the job done most of the time. This is easier to cast and can be replaced when you really need an answer. I will find space for it.
Wow this spell seems good! Modular spell between Impulse and Mana Leak is great! I like the fact that at worst it replace itself. With Censor, the cube recently good a little counterspell boost! Don't know really want we should cut for it, but this is not Impulse. Impulse is good in combo. Unfortunately, this is not.
Ooooh interesting. I'm pretty happy with my counterspell suite so I don't feel a huge urge to force this in but I definitely like the utility and expect it'd be just fine in my 540 unpowered.
Now I'll finally need to choose between Dissolve and Disallow. Even at 720 having three 1UU counters is too much (the third being the superior Forbid) as no deck is happy about playing two of them. Usually we have 1-2 players per draft packing permission spells, and of them usually only 1 is deep enough in blue to pack a Cancel.

I prefer Complicate to the third 1UU counter. I guess this is slightly better than Complicate, as while the main mode is identical, there are plenty more scenario where I am actively digging for an answer/land than there are where I can cycle and get a 2 for 1 with Complicate.
I'm reaching counterspell density at my size (there's gameplay reasons why I don't want more counters) , and not sure I want this over any of my counters.
Likely deserves a slot on power level.
Both solid card (when combined with cheaper answers) in draw/go control and combo decks would be very happy to have an impulse that doubled as a counter spell.
We may include it at Disallow's spot. We weren't impress by the last one since its printing. Sometimes it's fun to interact with some ability, but most of the time, it's just a lame Cancel. Control and Combo will love Supreme Will we suppose.
Do you think this is better or worse than Complicate? Complicate has a higher ceiling (when you cycle and counter it's really good value), but Supreme Will is more flexible (when the opponent is flooded or you'd rather dig for an answer than hold a counter spell).

I like Supreme Will over Complicate. Complicate is only better when you get to cycle + actually counter or fringe scenarios where you cycle so they have 1 less mana open on your turn. Also, Supreme Will is more flexibile when cast from the graveyard via Snapcaster Mage / JVP / Torrential Gearhulk. Supreme Will always has two options when cast from graveyard, you can't cycle Complicate unless it's in your hand.

Seems pretty solid. Three mana is a bit much for either effect individually, but the flexibility at instant speed could make this a really fun spell.
Thoughts?

Scatter to the Winds seems like a good cut for this.
