I think this is worse than release the gremlins by a fair margin. If you were already running shattering spree or the overload one whose name escapes me, I think this is probably better than either because of its flexibility (compared to overload) and less stringent mana requirement (compared to spree).
Seems like a pretty great SB card in constructed decks (this would wreck in the random Ancient Tomb/Simian Spirit Guide style decks) but it's prob a little too narrow for cube.
This seems like it's fabulous in a heavily artifact themed cube. In a normal cube, this is not much of a consideration next to all the great artifact hate that exists, most of which isn't played.
I think this card is strong and definitely gets there on power level. I play Release the Gremlins with expectation to hit 2+ artifacts a decent amount of the time, and that will answer 2 pieces far more quickly (especially relevant to red aggro decks that are not built to reach five mana). Also better than Shattering Spree and Vandalblast. A valid answer to an opening of land, mox, mana rock.
But at which point is this too much of a hoser? It is better than Shatterstorm in this format...
I do think it is fair to let artifact based decks deal with mass artifacts removal if they are of sufficient power, just like aggro decks might face Thragtusk. But this card still feels like it will be great only against one deck at the table and average everywhere else. I probably talked myself to test it and see the reaction of the playgroup
One problem I have with mass artifact removal, is it's SO devastating to artifact decks, more so than wraths are to creatures.
Reason being there are very few (if any) artifacts that have built in protection or recursion from destructive spells. AND a lot of artifacts are expensive.
Losing a thran dynamo and a vedalken shackles to an ancient grudge is , 7 mana , 2 cards to 3 mana, 1 card.
Dack fayden stealing a wurmcoil is LOLz
I'm actually scaling back a touch on artifact destruction at the moment.
2x sex monkies, dack fayden, kologhans command, daretti, smash to smithereens, fiery confluence is fair number of extremely efficient effects.
Adding cards like this , release the gremlins and ancient grudge really starts to add up.
In my cube this card would be powerful, but im not in the market for it.
I view this card like a fragile creature with protection from a color. It rarely does anything against most decks but then becomes beyond stupid in one match up. Don't get me wrong, I play cube to make cards beyond stupid but I want to do that with the synergy I build into my deck not just random hating. And there is already plenty of artifact hate around. I would rather play something like pillage. It is not that great but it can be decent against a bunch of threats and makes some main decks and comes in off the sideboard plenty without being a one sided shatterstorm.

An artifact removal is a handy thing to have against many decks here.
It is, but I think a card being good against 2+ artifacts needs to be incidental to its value, and not the foundation of it. A sorcery-speed Shatter is not acceptable enough of a floor in comparison to the other playable artifact removal to risk never reaching this card's ceiling. 3+ targets is pretty rare, so I'm not sure I like this more than Shattering Spree. Being a 1-mana Shatter effect is a much more acceptable bottom line in the (numerous) cases where you'll only have one target.
