Yeah that's really gross. You could literally have entire parts of your curve off-color and always castable. This is incredible for aggro decks that want a high number of 1-drops that they're always able to cast; your mono-red deck doesn't need anything but mountains, even for Blood-soaked Champions and Students of Warfare. So ******* sweet.
I think the deck that wants this most is UG Edric based decks, giving them access to a lot more aggressive one and 2 drops, will definitely be cubing this.
I don't like this as much as Unexpected Potential and Sovereign's Realm (which is replacing Worldknit for testing). I'm going to try all three, but if that proves to be too much color-bending, this is going to be the one to go.
I am definitely going to try this, but I am watching closely how it affects drafts. One player being able to ignore colored costs while making picks could be problematic. Then again, I was very reluctant to include Worldknit and it turned out fine.

This should be far less disruptive than Worldknit. It's only creatures of CMC 1, 2 OR 3 that get stolen from other colors.
I think it's a strong conspiracy but I don't think it comes close to the power level of the very best conspiracies (Backup Plan, Double Stroke).
This may be the single greatest boon to blue aggro that's ever been printed!
Yeah, I think it should be fine. I am only a little bit nervous because unlike Worldknit and Sovereign's Realm, it comes with no drawback whatsoever. In the end, it will probably just mean that you run 2-4 creatures that you otherwise wouldn't have.
This seems way better than Worldknit overall, way less of a chance of having *****ty cards in your deck. World knit might perform better P1P1, but I'm way more likely to take this card in every other pack. At times this will be unexpected potential on serious steroids, which is sweet.

I don't think this is close to the top tier of conspiracies, but it's definitely good. Of the new ones, Sov Realm, Hymn of the Wild, and Summoner's Bond are probably going to be the most powerful.

I dunno, this can give you access to upwards of 40 cards that your color(s) would not have access to otherwise. That can give a deck an absurd amount of flexibility and consistency that it wouldn't otherwise have.
I don't know, is it actually that great? It's amazing when you can play a Goblin Guide in a non-red aggro deck, but many other aggro one drops are close in power level to each other. Lions exist in all colors, and I'm usually not finding myself short of one drops in two color aggro decks. Maybe I'm massivly underestimating the advantage of picking from all colors.
Anyway not close to Backup Plan or Power Play. The power of those cards comes from the fact that they make every deck (or rather every card pool) better by a good deal and matter every single game. Many other conspiracies are really powerful too, but more conditional, and this one is as well. Not every deck wants it, and not every game you'll need the "fixing".
I think you're massively underestimating the advantage of picking from all colors. And then being able to cast them all with any lands. So your 2+ color aggro decks are now that much smoother. You could hypothetically have all your off-color spells at one of those spots on the curve and play all of a single basic land--that's actually crazy. It's like playing with world knit except almost zero possibility of drawing garbage. It's crazy. This card is so good. It's really really really good.
Better than Backup Plan? Eh, I don't know, that's close, but not really cause back up plan is insane everywhere. Better than power play? Depends on the deck, power play is the best card you could have for any aggro deck. But those two are probably the best conspiracies, and Backup Plan is a card I would take over some pieces of actual power, so that's a good conversation to be involved in.

It's basically a couple of Unexpected Potentials rolled into a single draft pick, but with three drawbacks:
1) It only works on creatures.
2) And only on ones costing 1-3 mana.
3) Also, all affected creatures must have the same converted mana cost.
I think those drawbacks are relevant enough to keep this card in check.
