I'm not sure, but this looks playable. You can crack it, for effectivly 5 mana, when you're in a position where you expect to stay the monarch for a few turns. Probably works best in midrange decks. The opportunity cost of including a colorless land is quite low in 2-color cube decks, and the ceiling is high. It may suffer the fate of many utility lands, that would make a deck, but are not worth the cube slot.

This card kind of reminds me of Horizon Canopy, except doesn't fix my mana and doesn't have a cheap activation cost.

Yes, a Horizon Canopy this is certainly not, but I was also thinking of it, and how much I love to cash in extra lands late game for cards.
