I've had to read this card approximately five or six times to actually understand what it does (at least I think), but a limited anthem on a grizzly bear is not particuarly exiting, but could warrant discussion nevertheless. With certain common creature types like humans in the mix, this could represent something like 3-5+ power for two mana given a very attainable boardstate from a W/x aggressive strategy. Thoughts?
This is amazing with Mirror Entity but thats about it.
I suspect that will only pump shapeshifters, but it is a sort of novel interaction so I won't claim to know for sure. I guess you get a lot of cards with if you name human+[class], but this still doesn't seem good enough outside of huge cubes or tribal specific ones.
Edit: A bit of googling reveals that current rules handle this perfectly well, and that you were correct about it counting all creature types. The important thing is that CDAs work even outside the game.
My playgroup can't keep track of what they named with Coldsteel Heart. As much as I like cards like this, I'm not touching anything that requires notes to be taken.
That said, its not terrible but I'm not impressed.
I don't really know what I'd be naming otherwise. Spirits? Zombies maybe.
Soldiers and Warriors are tribes that there just happen to be a lot of in most cubes, so this might be good enough based on power level in weenie/token strategies, and won't be hard to find a 2-drop to cut for this. Tokens decks in particular usually need some relevant 2-drops and even a partial anthem on a bear seems worth testing, so on power level this may well get there. Because it's a 2-drop, it seems better than, say, Adaptive Automaton, and it's definitely a slam-dunk for a tribal cube.
However....

It should come as no surprise to anyone familiar with my posts to hear that I consider these to be legit concerns because of the revolving-door nature of my playgroup plus a certain amount of language barrier issues. (Conspiracy isn't printed in Korean, so the Korean players at my LGS usually aren't familiar with these cards from the other formats they play).
However, if you've gotten your players into the habit of just sticking a slip of paper with the appropriate note in the sleeve of the card from Hidden Agendas before they shuffle up, noting this might not be that big of a deal.

I drafted Paliano Vanguard today and it was great. I took it in pack 1 and held off on the choice until pack 3. I revealed Keldon Marauders (human warrior), which buffed 4 humans and 3 non-human warriors. That's not the best outcome, but it was enough upside that I was happy to have it.
Remembering the revealed types was never a problem. It was something I had to decide consciously during the draft, and it couldn't change all day, so everyone remembered it trivially.
