I don't know how to evaluate this yet. How often would a 1 power creature foil your plans, and you have no other discard outlets because you're heavy in blue.
I'd practically have to consider this card as a UB card.
...I think every single creature I'd play in the average blue deck is better than a vanilla 3/2.
But you aren't just trading your average creature card for a 3/2. You are also paying no mana and drawing a card!
It is situational of course. If I have five lands and a Baneslayer I will probably not discard it. But many times I will gladly trade pretty much any creature card in my hand for a 0-mana 3/2 that cantrips.
Looter il-Kor just got ...a best friend! Will happily be running both. Less consistent as a looter, but the extra ability makes up for it. Doubly so since it works with all discard and not just his own. Will absolutely be cubing this card, as I think most lists should.

am I missing something, a lot of people are liking this card but I am not. It gets blocked by a number of things, and it only makes the dude when pitching creatures and paying mana. I get that this interacts with other discard outlets but I am not impressed. I feel like if I were to include this I would not count it as blue but blue black. Maybe I am overthinking the creature portion of the ability and not looking at the flexibility of a bad looter.
I guess per the responses I will test and see if I am wrong.

I think it's all the exciting possibilities. That what makes cube cards extra fun. When they can be applied in multiple arhetypes or spawn new ones.
This and Survival of the fittest.
This with Recurring Nightmare
This with Squee
Etc.
You technically get infinite discards with OG Eldrazi + Survival of the Fittest or at least as many as you have green mana (discard Eldrazi to Survival, while survival trigger goes on stack first the eldrazi trigger automatically goes off before the survival trigger can resolve, so you can find your eldrazi again), so you can assemble your own Thopter Foundry-type of combo/synergy. A little mana intensive, but it's the type of grind that you want if you're going to grind in cube and finally gives that synergy some purpose.
I don't know why would someone run this as a UB card? Could someone explain why exactly? That doesn't make sens at all for me...
The theory being presented by the user is that the card is at it's best and only at it's best in a UB build. This is of course not true for many reasons, but thats the thing about opinions: others will have differing ones that don't make sense to you, and it's OK for them to have it as long as you do what you should be doing and taking ALL opinions with a grain of salt and drawing your own conclusions based on yours and other cubers' experiences
Lots of people talking about reanimator when this card is subpar in that. Less consistent and in the turns that matter most you have to choose between spending the mana on a 3/2 or Animate Dead? No thanks.
This is much more at home in UR where you can follow it with divisible burn on anything that can block it. Great with Dack, Wheel, Daretti and Faithless Looting

The problem with that suggestion, and my problem with this card in general is you need to discard creatures in general. I run 5-8 creatures in a lot of my izzet decks, And almost none of them are worth giving up.
I see some neat synergy with survival of the fittest but this makes a terrible looter in my opinion. Looters are great for me early on when I am pinched on mana or late to fine a threat but that late threat I want is not a 3/2 vanilla. I will wait to hear other's opinions but this seems like a magical christmasland kind of card.

There are more than just Izzet decks that run blue as a color, and this is, AT WORST, just a normal looter assuming it gets through. It doesn't force you to discard cards you don't want to discard. It just offers you upside when you do discard a certain type of card. If your complaint is that it's going to get blocked too often to be a consistent looter, fine, but your complaint seems to be that the looting has an upside? That's confusing.
People seem to be missing the fact that the 3/2 for 2 replaces a discarded card. It's just a 2-mana card advantage engine at that point that's drawing you an extra card per turn and fleshing out your board. You can try for an argumant against its consistency (though I feel the consistency will be fine) but the looting trigger bonus is nothing but upside. Like a Pack Rat trigger that draws a card instead of discarding one, lol. This will be an awesome tempo creature, and a perfectly reasonable looting effect for decks that want looters too.

My izzet decks comments were in reply to the previous poster saying it has a home in U/R. U/G or U/B is probably the best home. I don't see it connecting that often. And I wouldn't even put this card in the same breath as something like pack rat. I'm not saying it is bad but I have Jace, Enclave Cryptologist, and Looter Il-Kor and my group thinks that is more than enough.

Ah, sorry for the misunderstanding. FWIW, I think this will be better than cryptologist (and I agree worse than pack rat - but most cards are).
