I don't like it. All my big green guys are good if my opponent has creatures or not; it's sucky to reanimate/cheat this into a board where it can't fight and then have them remove it. I'm pretty happy with the fat I'm running in comparison to this.
How many fight effects are you running in cube though? I can't see his second ability triggering more than once in a game. It is basically a 6/7 flyer for 5GG that deals 4 damage to a creature with power 4 or less when it enters the battlefield. Which is not bad. Especially in green, which ususally lacks both flyers and removal. Nothing amazing though, imo.
I've been thinking recently about trying another fattie over Pelakka Wurm. I guess this a good candidate? They seem to be on a comparable power level.

I thought 4 power was a little meh, but how many things am I not killing with that? Not many, and it will be a 6/7 to block with which is probably enough everything I can't fight.
I am intrigued by this creature. If it fights it's the biggest flier in the cube. I would never cut Hornet Queen or Woodfall Primusfor this, but I think she could be a decent option for a third green super-fattie. Maybe a good replacement for Terastodon?

I'd say it will be suuuuuper rare that there will be no opposing creature on the battlefield for the dragon to fight. Even a straight control deck will have an utility or defensive creature or something lying around most of the time.

That was my question though: Is this dragon strong enough if we - correctly - consider that there will be no other fight cards in your deck? I'd say he is, but barely so. I would not use the words "vastly superior" when comparing him to the other cubable 7-drops.
I don't think it competes with the top green fatties in the cube, but it's comparable to the other tier-2 options. Probably a fine card to test out in big cubes. A 6/7 flying Flametongue Kavu in green is solid, since removal and flying are both scarce in that color.
This is one of Green's best seven-drops in cube. I don't run Hornet Queen because I don't care for green getting that kind of effect, but this is something I'm comfortable with.
This guy seems decent. I don't think I'd run him over Woodfall Primus, Terastodon, or Hornet Queen, but he could probably slot in over any of the other available 7+ drops in green and be fine. He'll definitely find a spot in my on deck binder in case the newly added Avenger of Zendikar doesn't perform.

It feels like many of us are saying those exact words every spoiler season for some years now. The 4GG 6/5 trample, hexproof is probably just too boring? Well, design-wise it would probably be bad to print it because it would pretty much obsolete most other printable creatures for 4GG.
Although it's looking increasingly likely that Sagu Mauler might get the nod at some time soon, so that helps to partially alleviate that gap.

Because of the relevance of flying for defensive purposes stated above and because removal on a body also helps a lot in a defensive position, I agree that Foe-Razer Regent places quite high in the green seven drop rankings. Can't beat the ridiculous value of Hornet Queen, beats everything else.
I think depending on the design of the Cube and the green section specifically, this card may be playable in 450+ card lists.
I like it, definitely less than the top green fatties Hornet Queen, Woodfall Primus, Terastodon, but after those it can be considered. It may be about on par with Pelakka Wurm: similar stats, evasion, stabilizes, and gives card advantage, but I think I still prefer Pelakka Wurm, because of how bad Foe-Razer is when the opponent has no dude that you can or want to fight.

Whenever a creature you control fights, put two +1/+1 counters on it at the beginning of the next end step.

Too many archetypes where the fight isn't live and it's stuck as a 4/5,
Best case scenario isn't that absurd for 7 mana either
I prefer avenger of zendikar, who I consider a considerable downgrade from hornet queen, wood fall primus, terastadon and craterhoof.

(That would be a pretty cool card though. I like the tension that arises between fighting and haste when the opponent has multiple creatures out.)
