A 3/3 with haste isn't the worst baseline and it does a decent Fires impression. Red 3 is pretty stacked though.
It's generally better than Ahn-Crop Crasher, IMO, but I think it's a lot worse than Phoenix of Ash / Laelia as a 3-cmc red haste threat. Giving other creatures haste is a nice perk that it has over those two, but the Rabblemasters provide their own threats.
