Another 3-cmc blue monarch enabler. Has shades of Palace Jailer since it's a removal spell, but you can't play this on an empty board and it doesn't provide a body to boot. Can easily go turn 1 elf -> turn 2 Fall from Favor your own elf, lol. Unlike Court of Cunning, 2U means this is splashable. I would treat it like Palace Jailer / clone effects where if you're confident in your creature density / ability to protect monarch, you should be able to run it just fine.
Hmmm... what makes this card so great is that it does not require you to protect your monarch ability (unlike Jailor)
Lets say it's turn 3 and you control a random 1/1 flier while your opponent controls a 2/2 and a 3/3.
Your turn: You play Fall from Favor on the 3/3 and draw a card.
Enemy turn: Your opponent hits you with the 2/2 and draws a card... but the aura stays in place and the creature does not untap.
Your turn: You hit your opponent with evasive dude to draw a card and your opponent's creature stays tapped down even though you lost Monarch in the interim.
That's really good.
Getting 2+ cards off of a more splashable claustrophobia is a very real and not at all unrealistic scenario.
Obviously missing the 2/2 body and recursion potential of jailer is a bummer. And it also whiffs when the creature you want to remove derives its power from static or non-tap activated abilities. But it also has some benefits as removal —- it functions even if the monarchy is being passed back and forth, and doesn’t come with awkward potential to retriever opposing etbs.
Overall though being 1 cheaper is a huge benefit, and its monarchy (super strong) attached to something that makes keeping the monarchy much easier. Should be a slam dunk at all sizes imo and one of the strongest blue cards.

I primarily play limited, so most of my spoiler season comments view cards through that lens.
This could be slightly bad if you're a heavy control deck vs a wide aggro deck, but if you support any kind of aggressive or tempo blue deck, this seems insane.
Seems great.
Feels awkward to have such a powerful effect on a common but oh well.

Card looks really strong for sure. This comes down early enough to disrupt aggro, or even midrange hands banking on Birds/Elves. Since I just went back to unpowered for a bit, I have some of the cards reliant on power (Trinket Mage, Emry) to easily cut for a test.
I think it could be good but I'm a bit more wary than others. Blue has the hardest time protecting the Monarch and you don't get a blocker like Palace Jailer. All it takes is one stray token or mana dork to effectively strand this card in your hand.

Worth pointing out that this card functions perfectly well if you're exchanging the monarchy back and forth. It's slightly weaker, of course, because they get to draw cards too, but if you have a stray dude as well, you can just steal it back before they untap.
