This is my favorite of the planeswalkers we've seen, so I figured I'd give her a thread too. Kiora does a lot of stuff with just one loyalty ability. I support an archetype that cares about untaps, so this card is great for me. The static ability wouldn't be worth a card by itself, but it's a great upside.
I've also played Vizier of Tumbling Sands enough to know that this is not an ability that is useful in only green decks. Any permanent is a lot of kinds of permanents.

I think Kiora is solid and I will be testing her. As a floor of ramping at least +1 on the next turn is not bad, especially since even if you miss your land drop you should have a 4 drop which will give you an extra card. the one thing I did notice is that there are not as many cards in my cube that have a power of 4 or greater so I think the card draw will not happen very often. However there are a few semi-combos that could potentially be really fun
seems busted with Rofellos, Llanowar Emissary Gaea's Cradle Tolarian Academy
Coalition relic (or other rocks that tap for multiple, but you can charge 2x with relic) ancient tomb library of Alexandria gets potentially more busted, not that you should lose if you have it in play
wildfire decks get better as well since they play creatures that benefit from her card draw upon entering, and since the deck runs a lot of rocks it should help you ramp up to casting the key cards of the deck.
She is also so easy to cast, 2/5 mono colored decks can cast her, 7/10 2 color decks can cast her (and probably more if you include light splashes).
I actually kind of dig her. My gut tells me she's not good enough, but her loyalty starts extremly high, in the right deck she can act as a draw engine.
And by herself, she still ramps 1 without shenanigans like mana vault.
I think i'm slightly put off by the hybrid mana cost and the uncommon rarity , like no way she's that good if wizards made her that easy to cast and at uncommon! hehe.
Probably nuts in the right deck (multiple mana vault type cards + 4 power creatures), but potentially misses too often otherwise.
Looks fine. I can’t imagine her getting more than 1-2 triggers in most Blue decks, which still makes her a better Collosal Majesty/Kavu Lair, but this kind of card has some problems in limited.

I think the hybrid mana is what actually makes it. the card is not very good on it's own, and is an awful top deck on an empty board, but because it's hybrid it means that almost every deck can play her. not every deck will want to play her, but there is almost always at least that 1 drafter who will want her and it won't really matter what color combo they are in, they will be able to either cast her or splash for her. the real question to determine is what you would cut for her. I will probably try cutting oath of nissa for her. and call it a green gard that blue can also cast and not worry if my color sections are off by 1 color from various hybrids. Oath of Nissa has been good, but I think more decks will get the extra utility out of this Kiora.
we will see. maybe playtesting will show that all she does is untap a land or 2 until she dies from being attacked etc.
I think this card is pretty much exclusively mono G. I wouldn't play this in a deck that wasn't getting consistent use out of the extra mana, and without the opportunity to trigger her static, she's pretty meh. But if you can even trigger her static ability once, you're off to the races. I did some limited testing with her and she impressed me more than I thought she would. She's obviously insane with things that generate extra mana, which can be common in Mono G (Utopia Sprawl, Cradle, etc). I'll be adding her to my test list, though I don't think she's a slam dunk by any means.

My Cubes - The Busted Cube. A fully functional, almost 100% custom cube. The project started out by asking "What if other colors got cards on the power level of Mana Drain,Ancestral Recall, and Time Walk?" Draft and enjoy!
I'll be testing this. I still run Time Vault and lots of powerfull artifacts I want to untap. Time to cut Ral Zarek in Izzet and replace it with something else

After all the testing, this is my favorite UG card in my cube.
It almost always goes in the maindeck, and tons of decks can cast it. The floor is something most decks can get behind (a bit of ramp/ pseudo-vigilance). But I've definitely seen some bonkers ramp with cards like Orcish Lumberjack, Karametra's Acolyte, Lotus Field, etc.. Or play it with Fire Ants and have Pyroclasm on hand.
As usual, I add the caveat that my cube is bigger and durdlier than most (playing lots of pretty much unplayed cards), but I love this card. One of my all time favorites.

Erratic portal / Crystal shard get way better.
Splinter twin you can essentially put 2 creatures into play each turn, and potentially draw 2 cards which should be enough to put you over the edge.
Geist of Saint Trafts angel will now draw you a card every turn.
I think Eureka get's a lot better as well
