I’d slot it into powered cubes for sure. Blue 3s are pretty dang good, but there are so many busted spells this can get in virtually any deck that I don’t think I can argue with the power level, and that’s before we even start blinking this.
It's nice that it can get X spells, and it's great if you can get, like, time walk, but outside of that is this really that great? It's a very irrelevant body at 3 mana, and it's a very limited tutor. It's nice that you can get whatever answer you need at the time, and nice with blink (if you run that archetype), but I can't think of any combo pieces outside of channel that you can get with it, and what makes recruiter strong is that there are so many creatures at <=2 power that are combo pieces or have great ETB effects.
Maybe I'm crazy, but this card seems fine, not great to me.
In my unpowered list, this gets...9 cards in white, 14 in blue, 13 in black, 12 in red, a sad 6 in green, and 4 multicolors. Of these, it'll be situational, but I'm not sure how many I'd be excited to tutor for. That being said, it is flexible, so I may have Nimble Obstructionist exit stage left.
The card that I got most excited about tutoring when I went through my list was Profane Command for some reason.
Looks incredible in powered cube, but in my unpowered, the only archetype I could see wanting it is Reanimator, and even then it's only enabling turn 4 reanimations.

Mana drain, cyclonic rift, demonic tutor, counterspells galore. There are so many good targets and you will also probably have choice so it will be the best option for you at the time. I really like this card.
I like this a lot. playing it and being to grab any number of answers is great. need removal grab one, need a counter for the next turn, grab one, need burn to finish em off, you got it. Hell if you need to grab a something that isnt 2cmc or less grab a tutor with it that can find what you need.
This will, of course, be situational in each game, but I think you'll want to be searching for a combo piece (like Reanimate or Exhume), another tutor that gets what you really need, a powerful X spell, or removal / a counterspell. Given that there are plenty of options for these types of cards that slot right into the UX decks that would want a 2U 1/1 like this, I think this is worth testing.

Although they search for different things, I’d much rather cube Trinket Mage over this in a powered setting. I also think Supreme Will does a lot of what this card wants to do. Recruiters are proactive cards in proactive decks, Spellseeker is a proactive tutor that wants to be in reactive decks.
I might give this a test, but right now my favorite blue card from BBD is Will.

This is where I'm at on the card. Sure, it grabs a FEW great spells, but in the decks that want it, is a 3cmc tutor as impactful as the creature tutoring of the Recruiters or the artifact tutoring of Trinket mage in the decks they shine in? I doubt it. Is it cube-able? Sure, and it's not embarrassing (as others have said), but being in a place of wanting to slim to 450 or 360 powered, I'm not sure this makes the cut in either of those environments. As others have mentioned, this doesn't get combo pieces like Tinker or Show and Tell, and it's not going to really help you win the game in the fast paced environment it's competing in. Could be that I'm undervaluing it too, but even at 540 I feel like Nimble Obstructionist or Man-O-war is a better card here.
So, no doubt the card is good and cubeable in a power cube.
What I'm curious about is how good will it be assuming you cannot grab ancestral recall or time walk with it?
If it's not, I'm not a huge fan of a card that makes your already broken decks more broken, but won't see much play outside of that.
I expect the utility of grabbing a spell that suits the scenario is worth it, but I'm not sure. Grabbing X spells, or a swords to plowshares, or a chart a course.
I'm gonna test it , but if it turns into a "Do I have recall/timewalk/mind twist? Play it. Do I not? Sideboard" I'll cut it pretty fast.
