For me this would be competing with Obzedat, Ghost Council, a card I particularly like in spite of its challenging casting cost. Seven life is just so much, and this fails the Vindicate test pretty hard. So against aggro the ability is probably useless unless things were already going well for you; the lifelink body is solid, but only four toughness, so easy to burn away. Against a control deck, it'll demand an answer, but it's answered by almost anything. It's probably got a role against a midrange deck, where it can stall the offense while threatening to bust crucial permanents.
Orzhov is a really solid guild already. I'm inclined to call this a pass.
Blood Baron of Vizkopa and Divinity of Pride are already good cards in this exact slot that are largely unplayed, and I think the baron stands head and shoulder-hood over this guy. The card is good, and is cubeable if you're not worried about adhering to the top cards by guild, but it's not all that special, and it's not going to activate all that often.
I do like that the ability activates only on your turn rather than only as a sorcery. Instant speed would be better obviously, but small things are nice.

WB is the most stacked guild. That being said, I think bigger guild sections should probably start becoming a thing.
This is true. Fabulous gold cards come out every set and are simply shut out. Since my cube is so big, I can support a larger section, but if I were limited to five or six slots, I'd definitely make an auxiliary guild section to swap in.
I'm actually interested in this. I have a few personal restrictions on my cube which eliminate the sorins and magister. I put lingering souls in my white section, and shambling vent in my lands. I dont run unburial rites because i feel i have a saturation of reanimator effects in my cube and that leaves me with only 4 cards in my 5 card orzhov section.
Something I missed the first time i looked at the card is that the activate only on your turn isnt restricted to sorcery speed so you can still swing with it, blow up their best creature before blocks for 7 life and then gain 4 life back. most times you are only going to end up paying 3 life to destroy their best non land permanent. seems like a decent rate. 4/4 vigilance lifelink can really stonewall a game if late game your opponent has spent up some removal on earlier threats.
Im probably overrating this but i think its a really cool card that will lead to interesting game play.

If Angel of Sanctions can't crack my cube, no way this can either. 7 life for an activation is way too steep, even with lifelink.
This is an EDH only card, IMO.
