Seems not great. You have to build up the number of petals you're getting before this is just a 3/2 haste creature, and while the ramp is nice the decks that want a hastey three drop don't really want the ramp. Easy pass.
Just seems really weak... given how bad my red 3-drop section is, I might run it if I get it at pre-release, but I'd cut it as soon as something better came into my hands. Maybe this > Boggart Brute just for the human tag.
Red 3s are weird. Lots of archetype support and it wants an aggro creature. I don't think this is it.

Card actually seems pretty reasonable to me in actuality. Not for the smallest of cubes, but for aggressive red decks a 3-power haste creature is surprisingly effective. Examples in my experience are either 3/3's for three like Boggart Ram-Gang or Brazen Scourge or 3/x's with haste and upside like this pirate, as well as Ahn-Crop Crasher and Eldrazi Obligator. In my experience these effects compliment well with aggressive red's gameplan of applying pressure quickly and effectively. The mana production gives him some additional play, and I'm very interested in seeing how he functions in actual games.
EDIT: To be clear, this card is probably not squeezing into anything smaller than 720 due to how good red 3's have gotten recently, but I just wanted to play devil's advocate as it doesn't seem like garbage to me.

I guess the counter argument if we're playing devil's advocate is 1) how many of those do you need? and 2) is the pirate really better than all of those guys?

I think it's pretty cool, like you play it on turn 3, swing for 2 and sac the treasure for a 1 drop, that's a pretty decent tempo boost. Or, more often you'll probably attack for 2 and save the mana for the next turn/s while representing even more damage to a blocker. That rate makes it harder to quantify in comparison to other powerful 3-drops like Goblin Rabblemaster or Hanweir Garrison -- can the single mana per turn make up for the difference in attacker power? That's something worth testing in my opinion. The "any color" part is also an interesting feature, as some of the best cards in red decks are the ones you splash (Atarka's Command, Bloodbraid Elf, Boros Charm).
For most people, I think this is an easy miss: the stats just aren't there.

She has an edge case, stackable ramp ability, and an edge case artifact synergy on top of a hasty beater with a random pump ablilty, so she fills enough different slots that I think she makes it in my cube. All I want out of a card is the ability to synergize in a variety of different kinds of decks, and this does it pretty well.
Of note, Lannery is also a huge fan of Armageddon.
It's a cool design but it feels worse than Sin Prodder, and it's already on the chopping block. Artefact synergy is nice but those decks do usually care about hasty 3 drops and there are better aggressive 3s
Isn't Treasure basically Gold from Theros? It seems weird to change since Gold would be on flavour for pirates and make for some cross block sin ergo for the casual crowd.
Edit: I guess Treasure has to tap, but was gold not having to tap really an issue?

The more I think about this card, the more I love it. It's got all the synergy, and all the fun. Sometimes it's filler, sometimes it's a star. Anyone can use it, but an expert can make it look broken. This kind of card is exactly the reason I play a lower power cube. I'm more than happy to cut super powerful cards to allow things like this to shine.
This card is better than anticipated. She's not afraid to chump attack, and those sweet sweet treasures are a big deal. The treasure saccing for power is a bit awkward, as you usually need that mana post-combat. But ol' Lannery does more than she looks like she does.
Interestingly, this card got a bit more support with the printing of Ragavan, Nimble Pilferer and Magda, Brazen Outlaw. I could see a red treasure achetype forming with Captain Lannery Storm being part of it.

2/2 with haste for 2R that creates a Lotus Petal (Treasure Token) and gets +1/+0 whenever you sacrifice a Treasure Token seems interesting.
