A blue Mistral Charger with a pseudo-Proliferate effect could be good enough for some cubes that want blue to be on the aggressive side. I kind of like the idea of buffing a planeswalker while attacking in the air, and it's potentially savage in aggressive Simic builds when played along with cards like Experiment One, Curse of Predation, Scavenging Ooze and the new Rishkar, Peema Renegade. It also has some random upsides like adding counters to Gemstone Mine, Umezawa's Jitte, or Aether Hub. This probably doesn't beat Stratus Dancer, but if you're looking for an additional aggressive blue 2-drop, this looks pretty good.
I like it. Good body, and while the ability is a bit incidental (unless you have some kind of counter-theme) it can be pretty good. For example with Kiora, the Crashing Wave: ultimate one turn after playing her, assuming you can connect twice.

I still think first Kiora is better by a country mile becasue of how fast the ultimate is and getting it one turn sooner is savage. I remember a couple years ago thinking I just needed a slight upside for Mistrial Charger to be cube playable now we have about half a dozen 2/1 flyers with upside in blue. It is really hard for me to play this over the ones with flash for all the usual reasons and I am no longer supporting simic tempo as much as I was. But I would not blame anyone for playing this.
Your PW concentration seems to be key with this guy (Or a +1/+1 counter theme). Nissa, Voice of Zendikar, Baby Jace, and and Kiora the Crashing Wave seem really good here.
This is interesting. I need to see if I have any fairly-vanilla 2/1 flyers for 1U in my cube that I can swap out. I don't think it's better than the morph one that counters an instant or sorcery, but it might be the second best of them.
That's a fair question. Mythic Spoiler's translation is the one I'm quoting, and MTGS's translation says the same thing. MTG Goldfish's translated mockup says "choose target permanent or player". The mothership still doesn't show the official English version.

Fair points! Frankly turning my Keldon Marauder into a 3/3 that sticks is a really enticing draw. And forever Parallax Wave seems gross. And a never-turning-off Tangle Wire...
Off the top of my head this also plays well with Everflowing Challice, Crysteline Crawler, and the treefolk naturalize guy if you want to take out multiple targets with his -1/-1 counter ability. Also grows Stormblood Berserker and War-Name Aspirant every turn. And I know it's been said but Jitte with this is pretty bonkers. Lots of lulz could be had with this little pirate for sure.
Parallax Tide too. Mid-range blue tempo has a lot of support that isn't included in many cubes. Knocking out 3 three lands for three turns is back-breaking. Knocking out 5 lands indefinitely? I've been waiting for a chance to put Phantasmal Bear and Serendib Efreet back in.

That comment just pushed me to create this cube decklist. Skyship Plunderer seems legit in that deck.
Don't forget Winter Orb, Sunder and Plow Under! I'm always confused when people claim that control beats mid-range since green's 4 3-cmc land destruction spells that come online on turn two are so brutal vs multi-color control.
It's because most green sections don't have 3cc LD spells, and consistent LD is more of an archetype than it is a generic midrange deck. Nobody said control is good against LD ...but it absolutely has a favorable matchup against generic green midrange decks. You know, the ones that aren't running 4x Thermokarst at least.
I've found that 3-4 strong tempo effects like LD, Tangle Wire, Parallax Tide, and Winter Orb are plenty for mid-range to consistently beat the weakest archetype: control. Mid-range is by far the best cube strategy if you construct your cube solely around individual cards' power levels instead of forcing archetypes and going out of your way to concentrate cards during drafting to help players find archetype support cards.
Skyship Plunderer seems decent in generic mid-range. Blue is probably the most stacked color, though, and I'm not sure what to cut for this.
