Not bad, but I still like Shadowmage Infiltrator more. Deathtouch is nice, but evasion really hurts. Unless you have Black Lotus, his ability isn't very strong early game and that's when he's most likely to get a hit in.
I wish the deathtouch had been evasion of some kind. Too many disposable pikers and bears floating around for the recursion to be reliable. Especially in the artifact.dec, where spot removal is hard to find room for.
A definite consideration for the commander slots of my cube. (Though in my cube black doesn't have the most artifact support) Not sure if I'm gonna make partners drafted individually or as pairs. The whole only one true 4 color legend thing has screwed with my carefully laid plans for the cube.
I may mix and match individual and paired based on which can stand alone. (And obviously you can mix and match if you draft multiple.)

The combination of lack of evasion, restriction to artifacts only, and mediocre stats cement this guy as a pass. Maybe he has some applications in powered cube with Lotus, but in unpowered, he's pretty weak. In addition, the other UB options are not only better in the abstract, but often better in the decks this card would be good in. Shadowmage Infiltrator, with evasion and not requiring artifacts is more flexible, and Tezzeret AoB is a bigger boost to an artifacts deck.
Also, I dislike having the partner text on the card. I dislike this trend, with "can be your commander" or "meld" to have rules text that is irrelevant outside of a narrow context. Some people cube with the same people over and over, and so managing complexity is less of an issue. I tend to cube with a wider number of people, with varying experiences with Magic, and meaningless rules text like this can slow down the drafts. This is fairly innocuous, more confusing than "can be your commander," but less confusing than meld, but it still bugs me.

The card seems ok but I don't think I'll find room for him. Recasting artifices is nice, but nothing too crazy for unpowered lists IMHO.
I'm assuming the game forgets what "that card" was if you cast it and sac it? (I.e. No going infinate with lotus petal.)

I think I'm a "hell no" for that, and most of the time Silas will be significant worse than that.
And in non-powered environments, the number of castable artifacts you might have in your graveyard when this guy does connect doesn't seem too great.
