Simic isn't particularly deep and the community seems pretty split on Shardless Agent, this gives the first spell of your turn pseudo-cascade / cantrip. This card solves the "cascading into a counterspell = fail" problem, but he doesn't cascade / cantrip himself unfortunately.
Graveborn Muse is sweet. It's competing in a much larger slot though. Simic is in a pretty good place with Edric, two decent Kioras and Shardless Agent. I'm presently happy with any three of those so I don't have room for Rashmi.
Seems a bit slow and durdly, especially for a multicolor card. The power is clearly there if she stays alive long enough, but I wonder if this is really going to outclass something like Talrand in the long term, while competing for a much tighter spot. I'd need a better body to consider playing her.
bleh, don't like it anything but a very counter spell heavy deck.
Too often it can eat a removal spell, doesnt effect the board much turn it comes into play and needs a few turns to generate value.
Not good enough for 4 mana imo, unless you can really abuse stuff on the opponents turn.
Think the graveborn muse analogy is a good one, but im leaning towards it being slightly worse

I'm gonna test this. The fact that this triggers on your opponents turn as well should allow some interesting card advantage moves. Adds some strategic depth to simic, also.
I have to say when I was playing MTGO Modern Cube this card was an absolute house and won me several 3-0s, especially in combination with counter-magic or if you were living the dream with Prophet of Kruphix or Teferi, Mage of Zhalfir.
Getting 1 to 2 extra cards a turn plus getting to cast about 50% of them for free was pretty massive. Especially if you cast Rashmi before ramping into your big fatty on the next turn.
Other nice combos: use blue spells or things like Top / Scroll Rack to set up the top card, or simply pair with Courser or Oracle of Mul Daya so you know your top card and can cast accordingly. Holding up Force of Will after casting this is also a pretty nice feeling.
Not sure if it can find a space in tight guilds as it doesn't really do anything the turn it hits down but seems roughly on par with Kiora, the Crashing Wave to me.
I drafted it and Prophet in the MTGO Modern cube and got crushed, but then the rest of my deck was trash. I was tempted to try out Rashmi, since it's a sweet effect, and if the next set gives us nothing for Simic, I probably will.

I've been running her for years. I can't say I've ever been too impressed by her, but some of my group like her a lot.
The lines of play you picture in your head don't happen as much as you would hope, or you reveal interactive spells at the wrong time. You're still "drawing" an extra card each turn if your casting spells, so even misses are still gaining card advantage.
I did some testing and its a good card, but at the end of the day, I've found that this was really just a 4 CMC Nissa, Steward of Elements most of the time.

edric, ezuri and biomancer all fit the elf theme as well. would you cut the snake or prophet for this? should i cut one of the other elves instead?

As I mentioned, I've seen this card do terrific work in cEDH Control decks, snowballing an insane amount of card advantage.
Force x2, Gush, Solitude, Snuff Out, Daze and to a lesser extent Gut Shot, Endurance, FireBlast.
