I think people are underestimating the Tolarian Winds mode. I think there are a lot of situations where I'm looking to spend the extra 1 on that first.
At the very least, Tolarian Winds is Kicker 1: mulligan your hand, which is a pretty nice option to tack onto any spell. At its best, you'll be throwing some fuel in the fire for some Reanimation / Recurring Nightmare / Feldon shenanigans.
When in top deck mode, drawing a land, then another one, then this, will feel so good (just for example). I think that's what I like the most about this card: it might save your ass when you need it the most. It also works well with graveyard strategies.

Alright you sold me. When I initially was looking at the card I think I definitely underestimated the draw portion, and was only focusing on the damage. This card is sweet.
I really like this. All 3 modes are useful, any 2 are a good value, and doing all 3 seems super good (and still cheap). I think this will be a definite include for me, maybe at the expense of Fiery Confluence.

I still think Confluence is leagues better than this card. However it will also be an easy include for me, but I will find another cut.

Being able to hit artifacts and sweep away dorks is pretty big game, I think Fiery Confluence > Collective Resistance

It may be. Confluence was just my initial take at what might get the axe. When it comes time to actually make the change, I'll sit down and look over everything.
I was already planning to cut Pyroclasm for Rolling Earthquake, and I think I'll cut Pillage for this. My red section is sort of split between wanting more burn and wanting more of the bigger red spells. This is nicely in between, like Fiery Confluence.
If anyone has any suggestions for cuts, let me know.

I think Confluence is better too, but this card is good.
The Tolarian Winds effect is also target player... So if you know your opponent has a winning hand (resolved a Tutor the turn before) or you just bounced some of their cards or something, you can target the opponent with that part of the effect.

Brimstone volley would be my cut from your cube. I like Pillage a lot. In my experience that card always gets maindecked and is certainly better than Molten Rain.
I'm not running a lot of the cards people are talking about cutting, like Stoke the Flames, Pyroclasm, or Rift Bolt, so I'm having a tougher time finding a cut, but I do really want to try this. Unless someone has a better suggestion, it looks like my best options for cuts are Arc Lightning or Pillage.

Why cut pillage though? They are not even comparable in terms of function, I imagine its one of the only red land destruction cards left in the majority of cubes. This card is good but not enough to warrant removing LD from red.
I still would only run Confluence if I had to choose one.
