Whirler Rogue is great. It's a fine threat on its own, and synergizes well with Opposition and blink/recursion shells. Making flying tokens is great, and the ability can be super clutch too.
Whirler Rogue is a very solid card. I mostly included it for the artifact archetype, but it also has sweet synergy with a bunch of individual cards (Opposition, Skullclamp, blinkers). And it can also be used in tempo decks to push those last points of damage through.
My cube has 33,5% c+uc. That ratio has gone down over the years. It was once over 40%, but Wizards prints less cubable commons than they once did and really pushed uncommons are also not that plentiful. Most inclusions from new sets are rares and mythics now. I partially blame New World Order for this. It surely reduced the amount of super strong commons and almost entirely removed those crazy quirky commons that popped up in older sets.
Whirler Rogue is super strong in midrange strategies, to the point where I could see people conceivably P1P1 it in a lower powered rare list. I think it's still strong in higher powered formats, but not irreplaceable. I like the synergies it offers, but I don't really love the over saturation of token producing cards. And blue doesn't need more help being great at everything.
My combo list is about 50% common/uncommon. Little less. Same with my midrange focused lower powered rare list, that probably has a slightly higher common/uncommon count.
Maelstrom Pulse is a great card. Don't see it leaving our Golgari section anytime soon. As far as singleton cube, I'm fine with breaking it to support archetypes that need support, like black aggro or green aggro. The alternative is what I do with my 450 cube (not the one in my sig) - make custom cards. This allows you to fine tune certain archetypes and bring them up to speed without breaking the singleton rule.
Whirler Rogue is a card I was unsure about, but have been very impressed in testing. Insane with Opposition, good in Tinker.deck, and also just a solid threat, especially with the second ability - can't count the number of times my one Sundering Titan or something became an insane threat with this in play against chump blockers.

My Cubes - The Busted Cube. A fully functional, almost 100% custom cube. The project started out by asking "What if other colors got cards on the power level of Mana Drain,Ancestral Recall, and Time Walk?" Draft and enjoy!
Whirler Rogue remains in both of my cubes. Solid enough in my Multiplayer cube to help break up stalemates and be productive when blinked in Azorius builds. A house in my Peasant cube, would not cube without it there.
I'm always really happy to see a common or uncommon that's been pushed enough to be cube-worthy because they're so easy to get on prerelease and so cheap to pimp out, and Whirler Rogue has fit the bill quite nicely. This one is better suited to cube than many of the more pushed (un)commons because of the many already-mentioned cube cards and archetypes (plus Reveillark!) it has synergies with. Blue 4s are a pretty competitive spot, but I still don't see this going anywhere anytime soon.
CT says my cube is only about 25% commons and uncommons, but I run a lot of FNM and Game Day promos, which they count as a separate rarity, so it's probably closer to 30%.

I think WotC still prints plenty of pushed uncommons, but they tend to come in the form of creatures instead of spells. In recent sets we've gotten some pretty absurd uncommon creatures like Kessig Prowler, Manglehorn, Heir of Falkenrath, and the emergency banned-in-Standard Reflector Mage. They definitely don't print uncommon removal spells like they used to, though. We're lucky to seel a proper Shock variant in retail limited these days, much less Doom Blade.

I'm a huge Whirler Rogue fan. I like that each color except black now has at least one ETB army-in-a-can at 4 or 5 cmc. The Winter Orb synergies are pretty corner but awesome when they come together.
My cube is just under 30% commons and uncommons. Like spike, I love getting commons and uncommons for cube. Abrade was a hit yesterday, and I think it plays up in cube because so much of this format is about creatures with toughness 3 or less. I'm fine with that.

Rampant Growth is fine, but it's definitely not needed. I used to run it, and while there are some green decks that want it most of the time you'd prefer just running creatures. It's a card that I would never run in my cube, but I'd run in a lot of green decks I'd play if I needed ramp and didn't have enough and it was in someone else's list.
Rampant Growth is behind Sakura-Tribe Elder and Farseek, but nearly as good as those two. I added it recently when I cut green aggro. Currently running Harrow, Search for Tomorrow, Farseek, Rampant Growth, Kodama's Reach, and Utopia Sprawl.
STE is a decent amount ahead of either one. My rampant growth can't carry a sword, attack/block, eat a skullclamp, be recurred as easily, etc. STE is a staple probably down to 360, whereas the other two have a tough argument for inclusion in mid to maybe large sized cubes.
I've run one or many of the cards I listed at one time or another. Currently only running Cultivate but I really like Nature's Lore because it finds duals and comes into play untapped (something that makes Wood Elves particularly sweet as well).
I really like Rampant Growth, but I don't like that I can't get the Mirage art in foil. The Seventh art is sweet, but I love that Mirage art. I'm not currently running it in either of my cubes but it's definitely a non-embarrassing ramp spell.
My non-creature green ramp is pretty much just Cultivate and Kodama's Reach. The best of the best.
Rampant Growth is solid, but unexciting. I like Farseek more, but I actually prefer Nature's Lore to either of them. Not only can it grab forest dual lands, but the land off Lore comes unto play untapped! And even so, I can't find room for any of those three sorceries.
Since I run the full cycle of Signets, I think it's important for the green ramp spells I run to be clearly better than an on-color Signet in order for it to qualify for a slot in my green section. STEve gets there because the body is useful in any number of ways, but pretty much all of the 2 CMC green ramp sorceries don't.
It's not bad; I don't know how necessary both is (ran both for a while, felt redundant in a bad way) but one is fine. When you answer 2-3 creatures with it, it feels good.
I know it would never happen, but I'd love to see another Young Pyromancer or something close like a Monastery Mentor. I like the spells-into-tokens theme but want one or two more to make that deck super smooth.
Arc Lightning is a really strong card that can wreck some decks (green ramp). It's weaker than arc trail being a turn later, but I prefer that since it gives green ramp a chance to play something important before their mana creatures get wiped. It's also an old frame card and I try to play those over newer options where possible.
I avoid running functional reprints where I can. To me, there is no difference between running a functional reprint and a second copy of a card. Breaking singleton is fine and I've experimented with it, but I prefer the constraint of not running the same card twice. Now I would like to see near functional reprints. I'd love me some life loss style pain lands (ala Mana Confluence with no colorless option) with basic land types. In fact, give me a few cycles of dual lands with basic land types so I could mix and match the ones I wanted by guild/color. That would be sweet.
