The card will be really good in a dedicated blink deck that has regular access to C without ruining the manabase. If that mana is reliable, the stock on this creature certainly improves.
Once upon a time, I ran Azorius Guildmage which was occasionally useful to force damage through. I also ran Galepowder Mage for a while. I find this Eldrazi interesting, but am not sure if I have a slot for it. I think it would be a better fit if it were a 2/2 for 1W (with the same ability).
Edit: Though I just realized that I have a slot to test it at least. As expected, Vryn Wingmare proved to be just not efficient enough.
This card still really appeals to me. It's definitely not the most powerful white 3 drop out there but the effect is soooo fun and I have a huge soft spot for blinky stuff. If I go the <> route I'll test this over Hidden Dragonslayer (which I really should have cut already anyway).
The stock will rise on Kor Haven in your white section if you play this guy. Just something to keep in the back of your mind.
I've been thinking about including Kor Haven for a while now because Kjeldoran Outpost kept dropping in popularity. Now, with C cost cards around, I think this swap is a no-brainer.
It allows it to play double duty, partway between an Azorius Guildmage and a Galepowder Mage. I suppose it's more like a Mistmeadow Witch that trades the ability to protect itself for a cheaper activation, a creature-tapping function and a bigger body.
Saw this guy in action at the pre-release and he was a total monster. I thought he would be good but he just dominated the games when he hit the board. I would flicker my own creature for value (imagine this guy with Thragtusk!) or get rid of some of my opponents' attackers mid-combat forcing them to come back tapped. The come into play tapped ability is a really nice cherry on top. This guy with two activations open is really hard to deal with. Looking forward to playing Eldrazi Displacer for years to come.
After the prerelease I would say this is the best colorless guy. Big-K is replaceable with other fatties, and reality smasher is fine, but it is juts a midrange fatty with no special synergies. But the displacer was nothing but nutz....and from a 3 drop 3/3.
Got to play with this guy last weekend. Wasn't in my deck but I Necromancied my opponent's.
I had Languished the board a couple turns before but was taking 2 a turn from a Mishra's Factory. Had plenty of Necro targets but this was the only one that played offense and defense at the same time - I had Prismatic Lens to activate and a Basalt Monolith (with plenty of untap mana) to handle an additional creature.
It dominated the rest of the game, keeping his guys tapped and beating down ftw.
I really like it. It's a chunky body and the cost is easy to meet, and can be used offensively or for value. Repeatable activated abilities aren't very common in cube so it's a good addition for variety. As pointed out the colourless ability is very relevant when it comes to Swords.

We've been cutting down to 450 two weeks ago and now colorless matters is out. Eldrazi Displacer and Thought-Knot Seer has been great and Reality Smasher good, but, at the end, only three cards did not justify keeping the entire package.
I went down to 375 from 450 and made these cuts along with the pain lands. havent missed reality smasher and thought knot but displacer is so freaking good i miss him alot.
It varies from group to group. There is no set number you can follow for that. But TKS and Smasher are so amazing that if you're gonna support C at all, I imagine you'll be doing it for at least 3 cards.
If you're only running Displacer, then the usually suspects for colorless mana are probably sufficient. The drafter just needs to know to value those picks a little higher if they've picked Displacer for their deck. I don't think you'd need to go to any extra effort to add in colorless sources to support that one card. Your Wasteland, Stip Mine, Colisseum, mana rocks, etc should be sufficient.
I do agree with wtwlf, though. If you're gonna run Displacer, you might as well run TKS and Smasher as well. Those two cards are good enough to warrant inclusion. And I think that with the usual suspects mentioned above plus the pain lands (or possibly Talismen), you should have plenty of sources for those three to be viable.
