I think this card has potential. It has value against all token spells/producers like Spectral Procession, Blade Splicer, Cloudgoat Ranger, Master of Waves, Talrand, Meloku, Flesh Carver, Grave Titan, Ob Nixilis of the Black Oath, Feldon of the Third Path, Siege-Gang Commander, Tempt with Vengeance, Hornet Queen, Deranged Hermit, Garruk and many more. It is also a great card against Eureka, Tooth and Nail, Tinker, Show and Tell, Sneak Attack, Through the Breach, Reanimate (+friends).
And it cantrips . It will certainly be played in modern and legacy - the question is: is it good enough in a cube environment?

Too narrow imo, even if it does cantrip. It's a sideboard card that you need to hold mana up for, and have in your hand as they cast their shenanigans. It has too narrow a window in which it is useful to be worth a slot in your deck.

Easy pass for me. Too narrow to justify a slot in the cube or in a final-40.

This cycles and doesn't need a target. That's a pretty big deal, and makes it certainly not too narrow to cube or put in the final 40. The cards it hoses are also cards that it is a HUGE deal to hose, stuff like Show and Tell, Reanimate spells, and Natural Order. There are tons of incidental token makers like Planeswalkers, the splinter twin combo, hero of bladehold etc, that it can provide a little bit of value against, and the absolute worst case scenario is you cycle it end of turn. Interestingly, the smaller and more broken your cube is, the better this likely is.

It doesn't blank many of the cheaty cards like tooth and nail. If you cast this in response, I at least get to tutor up two castable creatures and keep them in my hand. Same with sneak attack and tinker.

This is the kind of card I think I'd like more than most (I enjoy unexpected niche plays like this - "sweet hornet queen, bro"), but I'd just always see myself cutting it.

If by everything, you mean a very specific subset of cards than sure.

And you have to sit around with your 1W open all the time in case they happen to play the card you've been waiting for.

Far too often, this will just be 1W, Draw a card, which is unspeakably bad.

If you want an effect like this Containment Priest would have been better.

This hits tokens, and Priest doesn't. But I agree that Priest is better overall. A 2/2 flash when the ability isn't relevant is so much better in the cube than just drawing a card.

Sure. Potentially. If you sit there with 1W available all game waiting for a chance to use it, you might just find one.

This is a sideboard card for constructed, and is not a good cube card.

This card is for Legacy, not cube.
