I feel that for cards like this you should evaluate them more on what they can do by themselves as opposed to how they operate if other cards are involved since those are usually more incidental bonuses than a reason to play the card.
That being said...I believe in unpowered cubes I would not hate playing this guy. Supports Pox a little as you said, and can pump tokens out for an eventual beatdown plan maybe with garruk 1.0/an overrun or anthem effect. Perhaps a little slow, but I'd be willing to test with him for sure.
Have a helicopter drop you off out front. Light your cigar with a small Indonesian boy holding a black lotus. Then bust out a craw wurm deck with no sleeves. Raw dog shuffle, loose terribly, flip the table, leave in a hovercraft.
A grey ogre that drops a bear every turn? Sign me up right there. Marginal benefit if you're running the most prolific creature type in that color? Sounds fantastic.
But this card is a trap. It makes new players in your cube believe there's a strong tribal element, similar to why few people without storm avoid Empty the Warrens, even though it's a respectable pick in a standard cube. You want to have to explain as little as possible to people at the beginning of a draft, and if you play with newer players, they're even /more/ likely to gravitate towards linear strategies. This card will be played as though it's incredibly parasitic (even though it doesn't need to be) and will create feel-bad situations on both ends of the table. I wouldn't run it outside of a 720 or bigger, where green's already-weak 3-drop spot becomes completely desolate.
It's not so much a bad choice in itself but rather an element of a bad practice in cube design.
But green is soooooo weak at 3 cmc that by itself Imperious Perfect is roughly of a power level with other options.
That said, I've been looking into trying to incorporate a tribal subtheme somewhere in my cube (note: it's not a tribal cube; I just like the tribal mechanic). Elves seems like the tribe with the most guys already in place. Additionally, I've heard individuals talking about trying to work Elvish Archdruid in as well. What would it take numbers wise (or better yet percentage wise) to warrant Imperious Perfect and/or an elves subtheme?
I don't think green is weak at three. You have my favorite creature of all time, Eternal Witness, the excellent Yavimaya Elder, the two artifact killers, two 3-mana ramp spells, the morph cost on Nantuko Vigilante, and the resilient sword-carrying Troll Ascetic. I like all of those better than Perfect. I even like Boon Satyr and probably Ohran Viper better. I think Perfect is too slow for most (non-tribal) cubes.
I like Perfect a lot. If you are pushing an elf theme, I think he's close to an auto-include. Dudes that make more dudes are good. He might be a little slow, but he's pretty strong.
I'm not running him because there are so many options at 3CC I just can't make room. I agree with Rant in that I don't think green is weak at that CC. In fact, there are probably 3-4 cards at that cost I wish I could run (including two cards Rant mentioned).
I have to agree with ahadabans... if you're running a tribal cube, you're almost certain to be running Elves as one of your tribes (as it's simply too strong to leave out), and this guy is close to an auto-include in that case. The creature generation aspect is very, very good.
Hey so I was wondering if this guy was playable. I'm currently playing around 12 elves/changelings ( Fyndhorn Elves, Llanowar Elves, Elvish Mystic, Joraga Treespeaker, Deathrite Shaman, Rofellos, Llanowar Emissary, Fauna Shaman, Edric, Spymaster of Trest, Mirror Entity, Bloodbraid Elf, Chameleon Colossus, Deranged Hermit)
Ive also seen some cubes play Oracle of Mul Daya, Tauren Mauler, and Viridian Shaman
seems pretty good can quickly make an army of bears if you have another elf out and is decent alone. Also a good token generator for pox/smokestack strategy
