Cloudgoat is a lot better. It gives more bodies, can be blinked and reanimated. add to that that it can hit hard in the air and Scion becomes a 600+ card for me.
Cloudgoat is much better. His ability can be abused, he provides more bodies and more damage can go to the dome with evasion. I like Scion though, and as I said in my review, Id be happy to play him in a larger cube that wants another 5cc army-in-a-can to supplement CGR and GHM.
I think it's the CGR and it's not that close actually.
CGR:
Makes 3 1/1s
Can hit for 5 flying
Can be blinked for added value
SVG:
Makes, at minimum, 2 1/1 fliers.
Is a 4/4 body without evasion
can possibly populate a creature bigger than 1/1 flier.
Cannot be abused via blink.
I think the marginal value gained from possibly making an elephant/beast/angel etc.. is out weighed by the fact that you cannot abuse it through blink effects and the general lack of evasion.
I think the problem is that we are trying to justify it on the off occasions that you do happen to populate a fatty while with CGR you always know what you are getting and it's never bad.

CGR is often removed fairly quickly when I've played him, leaving you with just the three tokens. I'm interested to know whether two 1/1 fliers is better or worse than three 1/1 non-fliers. Also, a 4/4 is significantly harder to remove than a 3/3 (with burn, at least).

Yeah, this is what I was thinking about in addition to the Magical Christmas Land of populating an Ajani Avatar Token or something. I would think 2 fliers is better usually, better with pump/equipment, but not by a lot.
It only has the cast from the hand clause because it can populate any token, but how often in cube are you going to have a decent token out and this guy.

I think there are two reasons why this card has the from hand restriction (which sadly makes it less interesting for cube):
A) Scion of Vitu-Ghazi (without the from hand clause) + Cackling Counterpart (and similar cards) = infinite creatures
B) People already being fed up with all those Restoration Angel blink shenanigans in Type 2.
I'm interested in how this guy compares to Cloudgoat Ranger.
They both give 6 power over multiple creatures for 5 mana.
Scion is a larger body, the tokens have evasion, and can in rare cases populate a larger token. It can't be blinked for advantage though.
Cloudgoat Ranger is smaller, but attacks for more in the air, can be blinked, and makes more guys overall.
There is only room for one at 5 in 450 for me. Which do you think is better?

We have had success with populate on Sundering Growth. In green the tokens are a lot bigger with all the beasts and wolfs tokens made by the Garruks.
In white though it will be hard to make something bigger then a 1/1 soldier most of the time.
