It's because that comparison average accounts for all cubes at or around 450 cards. So cubes that are 430 get factored in, as well as those that might be 475. So the numbers don't come out perfect when you average 'em together.
Plus, not every 450 cube is going to use the same breakdown in terms of cards per section. Some might use 60 per color, and others might use 55 per color and a bunch more guild/colorless stuff. So when you pull averages, the numbers won't be perfect.

@Motz4: What wtwlf123 said. I think one of the most important things IMO is not to go to HAM with the multicolored cards, otherwise you will introduce more unplayables in a given draft. If you're really new, you might want to read the articles in wtwlf123's comments.

Pick one: Deep Analysis or Ancestral Vision Master of the Wild Hunt or Polukranos, World Eater or Surrak, the Hunt Caller - Man, I hate this slot in cube. It feels so weak.
I rank them Geist, Reflector Mage, Supreme Verdict, but not in a vacuum. I'm assuming your cube runs the other premium board wipes. If you are shy on board wipes, Supreme Verdict is the best.
I pick Feldon because he's a better payoff creature and only requires one color of mana to be effective.
Yeah, Fractured Identity is my number 1 Azorius Card. Are you guys just running Verdict to increase wipe density for UW Control decks? I suppose it's nice that Verdict will probably wheel in a pack for the control player. There's already 2 Wraths for them.
4 mana wraths are just so good and so important that even in small cubes I think it's worth running. And the uncounterability is far from just flavor text; especially if tempo decks are popular in your group.
My UW section is atypical as I run tempo stuff - Reflector Mage, Spell Queller and Fractured Identity. I didn't find the need for another Wrath in my UW section, and I find the card kinda boring. On power alone though, it's a Wrath, so it's a fine inclusion. Geist is riding the bench for a while as it is just so below par in some matchups. Fractured Identity is the only Azorius card I consider absolutely top shelf, but the guild has fair number of playables.

I love the two UW tempo guys so much that I'd probably have to just swap them in and out every other cube or something.
We have so many great playable cards in Azorious (and other guilds) now that when the sections get to be that small, you can really cater to what your cube is trying to do in that color combo. If you really want to push UW Control and move away from the tempo deck, then just keep Identity and the Wrath. If you want to keep both archetypes viable you mix and match with one slot or Identity/Wrath and one slot for one of the many 3cc tempo guys. Azorious is in a great spot in cubes now with a lot of versatility in your choices. If you were just like, "I'm running Geist and Mage because my group loves UW tempo the best" people might disagree, but no one could fault you for that. Those cards are great.
