Probablhy Incubation Druid, but I'd run Rattleclaw as a Temur card and Avacyn's Pilgrim as a Selesnya card so they wouldn't be compteting with the others.
Thanks. I'll go with the Incubation Druid as the cut. I like that Rattleclaw can morph for a turn 3 or 4 6-drop, so think that gives it the edge over Incubation Druid for me.
I really like that Shark Typhoon has all these modes in early and mid game, while also offering the enchantment effect for grindy multiplayer matches. But Kiora actually does something interactive in disrupting an opponent heavily and doesn't need further support once you have the mana. Academy Rector and Hall of Heliod's Generosity are in the cube, as well as Brago, King Eternal as commander.
Sharknado, no contest. Kiora Bests the Sea God is interactive and can be powerful enough to win a game on its own, but it also costs seven mana and doesn't have any other options. Sharknado can be the six mana enchantment that takes over the game, but it also has a ton of versatility.

The experience I have with a 540 card unpowered Cube.
Sram's Expertise: Decent. I prefer Spectral Procession, but Expertise is a more memorable/unique card. Without the free card it is a bit lackluster though.
Legion's Landing: Decent. Flipped it is amazing and potentially game-winning. Flipping it is hard though, but with go wide-strategies, I think it is worth it.
Elspeth, Sun's Nemesis: No experience with it.
Force of Virtue: No experience with it.
Clever Impersonator: Good. I really like this card. Much more than Phyrexian Impersonator, which never did much for me. I like copying Planeswalkers.
Will Kenrith: No experience with it.
Asylum Visitor: Decent. 3/1 flying for 1B is nice already, so the ability does not have to carry the card completely.
Custodi Lich: Amazing. Great impact on the board.
Wretched Confluence: No experience with it.
Dreadhorde Invasion: Decent. Much worse than Bitterblossom, but very playable.
Liliana, Dreadhorde General: Goodstuff card. I think it is good, but I actually don't like it.
Robber of the Rich: No experience with it.
Rampaging Ferocidon: Decent. I like the playstyle of the card. Playing blockers brings the opponent closer to losing.
Ilharg, the Raze-Boar: No experience with it.
Fiery Confluence: Very good. Plenty of problematic artifacts around, even in unpowered. Other modes are great as well.
Ramunap Excavator: Without the cards you excluded I would never play it.
Questing Beast: Amazing. Super strong.
Finale of Devastation: Amazing. Crazy finisher, even able to reuse already disposed threats.
Vivien's Arkbow: No experience with it.
Golos, Tireless Pilgrim: Nice for fishing out utility-lands or fixing. Don't think there is too much utility in the modern-frame though.
Dovin, Grand Arbiter: Decent. Cool Tempo-card.

I mostly agree with steve_man's rankings, but I would move Force of Virtue, Ilharg, Finale of Devastation and Golos up. I'd move Elspeth, Will, Liliana and Ugin down to compensate.
I'd second pretty much everything steve_man says there. One change I'd personally make to his rankings would be that I found Dreadhorde Invasion to be a solid F. I wanted so bad for this to be the tier two Bitterblossom for my low power cube, but growing up instead of out for the token proved to mostly just be bad. The token was easy to deal with and we almost never were able to take advantage of the "gets lifelink" ability to recoup some of the life lost. I really didn't like that card and have no plans on ever trying to bring it back in.
I agree with steve_man, but wtih wtwlf's modifications and I lean toward agreeing with calibretto on Dreadhorde Invasion. I wouldn't give it an F, but a C- at best.

The * grades are either inflated for me because of specific archetypes I support, or would be lower for you because you might be missing some of the pieces that influence their value.
To be fair, I think all of the above cards are good.
This. White has an embarrassment of riches when it comes to cubeable planeswalkers. I currently cube all the ones listed at 540 and they're all very strong performers.

On the Planeswalker discussion, I am going up to 2 in each color. These are the ones I'm thinking of including. Are there any that should get the inclusion over any of these?
WHITE
- Can't go wrong with those 2, especially at that cost.
BLUE
- Tamiyo, the Moon Sage is pretty oudated IMO. I think you're better off with something like Jace Beleren / Mu Yanling, Sky Dancer / Narset, Parter of Veils / Tezzeret, Artifice Master / Will Kenrith
BLACK
- Can't go wrong with those two, although Liliana, Death's Majesty is a good consideration over Last Hope if you want to bolster more graveyard / reanimation strategies
RED
- Torch of Defiance is a lock, really can't go wrong with the other ones depending on what you want to support. In terms of generic power, Chandra, Flamecaller is probably the best option. Chandra, Acolyte of Flame is also pretty strong if you're looking for a lower curve planeswalker that's versatile in both aggro and spells matters type decks.
GREEN
- Garruk Wildspeaker / Garruk Relentless are probably the two best overall green planeswalkers, IMO. Nissa, Voice of Zendikar is also really strong since it's often a turn 2 play in green and really helps tokens out. As strong a Nissa, Who Shakes the World is, Garruk Wildspeaker does a lot of what it wants to do already at a cheaper cost. If your focus is on ramp, Wildspeaker / Who Shakes the World is probably the way to go, but if you want more versatility, I think Wildspeaker / Relentless is the best overall choice.

WHITE

I agree with this but would probably flop #1 and #2. I'll also admit that I never tested Blackblade. White has a stupid amount of cubeworthy walkers.
