So apparently I've been misevaluating Wall of Omens. A lot of the players I play with tell me it's 360 material, but I've never been a fan. I need to find a cut for to try it again so how would you rank these 2 drops: Glory-Bound Initiate, Adanto Vanguard, Imposing Sovereign, Accorder Paladin
I like them in the order you listed as well. Izzet charm is super hot in reanimator decks. It enables the combo if drawn early and protects the combo if drawn later. The flexibility in countering a walker or powerful spell and shocking a creature makes the card superior to the others. I don't have a very strong opinion about Fire//Ice and Electrolyz. I could go either way between them, but I prefer Fire/Ice for the cheaper cost. Sometimes I just need to get rid of a Bob, Mom, or Rofellos quickly before they start generating value.
I personally rank it Izzet charm > Fire//Ice >= electrolyze, but they aren't far off each other.
The most important mode on izzet charm by far is the spell pierce mode... When expensive spell pierce becomes a lot worse, the card becomes a lot worse... Curious if that's the case with a larger cube?
The utility of Izzet Charm as a modal spell is insane, Spell Pierce / Faithless Looting / pseudo-Shock is one hell of a utility belt for 2 mana at instant speed. It’s definitely the #2 Izzet spell in my book, only second to Dack Fayden.
I've had extremely good success with dack's duplicate, surprised more people don't run that one!
Cloning a big monster that just got cast, and getting to swing with it before your opponent can is a big deal.
I've had quite a few copied blightsteel colosi turn into a 1/1 haste dethrone indestructible infect after they were forced to block with their copy
Won many a race copying my own true name nemesis or flipped delver of secrets and slamming face.. nail on the coffin with 2 thundermaws etc.

Exact opposite experience on my end: Izzet Charm will always make the cut in a URx deck. Not only is it generically good / flexibile, but the Careful Study mode supports a lot of archetypes and is just good card filtering.
I do agree that the Izzet section is a bit weak overall, but Dack and Izzet Charm are in the for the long run.
Izzet Charm does its fair share of shocking, too. The three modes are relevant in my experience, usually there's something you're happy to do with it even at the cost of inefficiency. I also agree that Izzet is weak overall, but that starts after Charm.

I think Mortars is the cut. It's the only one of those I don't run at 540.
And technically, Chain Lightning isn't a strictly worse anything. The redirection clause makes it a card where chaining it back and forth could potentially open up unique lines of play.

Strange how different our experiences have been... I'm a big fan of charm.. and it never misses a UR main deck. Not a top 10 card in a UR deck by any means, but never a 24th card.
Side note: Dack's duplicate has been a powerhouse for me, but a bit more niche in application. Surprised more people don't run it.
Dack’s Duplicate is a good card, but clones really don’t support a particular strategy and can be awkward in a lot of UR decks since blue and red have a heavier focus on spells.
Ooh that's hard. I feel like each favors different decks so it's hard for me to say with certainty which I think is better. I think Analysis is slightly easier to use broadly speaking so I'd vote that way.

I don't like strictly worse, so Chain Lightning is off
