I like Fumigate more, it's definitely the next Wrath effect I would cube. Austere Command is a much better multiplayer card, IMO. I like Akroma's Vengeance more than Austere Command as a 6-mana sweeper.
If you're heavy on artifacts and/or enchantments, and can get value from those modes, then Austere Command might be a good call. For most cubes, though, I think Fumigate is better.
All facilitate a "spells-matter" theme. All are pretty good early blockers against aggro. But all provide slightly different effects. I'm thinking of possibly cutting one, since a good "spells-matter" archetype wants some of these types of creatures, but not too many. Right now I'm liking Augur's CA (particularly with blink stuff like Resto) and the fact that Thing in the Ice is both an early blocker and later a win-con. Baral's been fine, but too many of these types of creatures a good "spells-matter" deck does not make.

My Cubes - The Busted Cube. A fully functional, almost 100% custom cube. The project started out by asking "What if other colors got cards on the power level of Mana Drain,Ancestral Recall, and Time Walk?" Draft and enjoy!
Keep Woe-Reaper. I could see any of the other three being the cut.
Edit: at least in my cube, there are more warriors than dragons. If your cube is either heavy on dragons, or light on warrirors, it could be cut woe-reaper and keep Dragon Hunter. It could also be keep both depending on how many 2/x for 1s you want.
My white aggro decks want as many Savannah Lions as they can get, and Steppe Lynx can be an even better beater who often trades up after dealing a ton of damage. 1-power guys like Thraben Inspector don't really get many beats in, and every cube deck doesn't have Unlicensed Disintegration and Toolcraft Exemplar to benefit from the artifact(clue) or Smuggler's Copter that just wants a 1cmc 1-power guy who's just standing around to crew it turn 2+. In fact, the slow CA the clue provides doesn't really mesh with the aggro style WW decks aim for. Don't get me wrong. It's an ok card, but I think it sees as much play as it does in Type 2 due to a dearth of other good options.
Inspector is more of a midrange card for decks that can take advantage of the ETB trigger. If you're looking to cut an aggro creature, it's probably Dragon Hunter from those 3, unless you have no fetches for Lynx.
I'd cut either Dragon Hunter or Steppe Lynx. Inspector is a universally playable one drop, he is less potent than he rest in an aggro deck, but makes up for it by being desirable in other places.
Those cards like to be played together. For bounce/ETB shenanigans, Skyfisher is an enabler, and Missionary is a target. So it depends on what you need. Interactions aside, Skyfisher gains value in powered cubes, and Missionary helps shore up matches against aggro. So it just kinda depends on what you're in the need for. I prefer Skyfisher, but there are some decks that can really make Missionary feel unfair, so it's a tossup.
What wtwlf said. I never liked Kor Skyfisher much, but that card can be very powerful with the right support. Exploration effects, obviously with things like moxen, but even just tapping a land and then replaying it if you can't or don't have a land drop for the turn. And the stats are pretty solid as a 2/3 flyer for just 2 mana. It's a pretty unique card. Missionary is really boring by comparison.
I am leaning towards Skyfisher because it's a solid body for two mana and I'd prefer to have an extra enabler since the cube already has a bunch of target cards for the blink archetype, which is something I do support. However, my cube is unpowered, so having free permanents to bounce is less likely and can make the card more awkward. Missionary does shore up aggro and can be blinked for extra value, but aggro hasn't been oppressive in my cube environment and, like I said already, my cube isn't lacking for blink payoff cards.
I play Skyfisher and not Missionary. Missionary is not a bad card, but it mainly does two things - it hoses aggro and is a blink support card. Thing is, repeatedly blinking this gains you close to nothing against many decks. If you both support blink/Reveillark decks and want to keep aggro in check, Missionary is great. Otherwise it can be skipped. Skyfisher is also not a bomb, but usually a more maindeckable card.
Feldon. Dualcaster is an expensive reactive spell (hard to make is proactive due to its cost) whereas Feldon adds a cool engine to reanimator/welder decks.
