How would folks running an edh cube handle Volatile Chimera? Would you allow your red/x players to break color identity restrictions and "clone" off-color creatures? I'm thinking I would allow this personally, as I can't think of any particularly abusive scenarios not already covered by removing and restricting in-cube combos, but I thought I'd pose this to the community as well.

I know exactly what would happen if I ran it. I'd spend 3 draft picks on good creatures, forget to reveal them at the start of the game then look like a dumbass casting my vanilla 3/2.
Oh man, such a bonkers set for multiplayer and edh cubes! Great new cards are flying so frickin fast, I've barely had time to process how many and which cards will make it into my edh list!
Besmirch seems a little too weak for edh cube ~ being sorcery speed and double red in cost. I do, however, absolutely love the art on that card! I started working on another multiplayer, conspiracy set-centric cube earlier in the years, so I will likely have an opportunity to run besmirch, just in a much more power restrained environment.
Alright, it's that time again... What do folks have their eyes on from conspiracy 2?
White Recruiter of the Guard - easy include for me. Imperial Recruiter has performed as beautifully as I expected in my edh cube's Alesha decks, and I expect similar awesomeness from the Paliano version. Paliano Vanguard - this is a maybe for me. I've had some good luck recently supporting human tribal, in the form of cards like thalia's lieutenant. I don't think that the vanguard will make it in, but the cmc is certainly appealing for a tribal or token anthem build. Too bad hazezon's sand warriors weren't retconned to contain a human creature type.
Blue Arcane Savant - a slam dunk, as far as I'm concerned. I am very excited to see how this card shakes up in blink and reanimator packages. As with many of the cards in conspiracy 2, I am looking forward to the bucking of edh cube color identity restrictions that the savant, chimera, and caller will skillfully bypass. Expropriate - this would make a nice capstone blue effect in the cube, but I am not certain if I have something to cut at the top end yet. I recently slotted in mind's dilation. If that performs poorly, then expropriate may be a good substitute. This also seems like a worthy cheat-in effect off of the aforementioned savant. Keeper of Keys - will keep an eye on, but a doubtful inclusion. Stunt Double - I'm pretty sure I'm maxed out on clone effects at this point.
Black Custodi Lich - will test this as a monarch enabler + removal on a stick. My 5 cmc slot in commander cube is getting a bit crowded though. Marchesa's Decree - will watch, but I wish this was a 3-drop, ala ghostly prison or propaganda.
Red
I've still got some serious weak links in this color, so volatile chimera and grenzo, havoc raiser are going straight in. I am very pleased that they kept the chimera's cmc sub-4. Subterranean Tremors - I was initially disappointed that this earthquake didn't hit players, but I'm slowly warming to it. I plan to keep an eye on reports of cube success.
Green Borderland Explorer - possible Gitrog/reanimator support. I'm uncertain if this one could backfire against the player too often. Regal Behemoth - plan to test over a high cmc weak link. Interesting card, but will have to see how well it performs in practice. Selvala, Heart of the Wilds - planning to test this one. Selvala's Stampede - may test this over a redundant effect such as genesis hydra or see the unwritten. Splitting Slime - great timmy card, but I think the effect is a bit to expensive and vulnerable to wrathing. Caller of the Untamed - Another test case. Between this, the savant, and chimera, I'm least confident about the caller, but I really want this type of effect to work out, converting off-color draft picks into something actually usable-mid game.
Gold
I'm willing to try out both planeswalkers. The new Daretti seems like it could engender an interesting new archetype or focus for rakdos, but I'd like to see if/how that enfolds organically, before carving out a specific support package. Kaya seems like a neat bit of support to push blink archetypes further into the esper color scheme.
Generals Queen Marchesa - I'm excited for this card. She'll probably get slotted in over the fairly disappointing Zurgo Helmsmasher. I wish she had been color shifted into esper though.... Leovold, Emissary of Trest - hopefully including this guy doesn't step on Damia's toes (tail?) too much. Leovold will likely take the place of The Mimeoplasm, which has just been a bit too unreliable to support in the cube.
Land Throne of the High City - a doubtful inclusion. I will have to see how well the monarch mini-game works out before trying the throne.
Conspiracies
Conspiracies have been relegated entirely to an optional lore seeker-initiated pack, so I'm not really in a rush to evaluate these. My current conspiracy "wacky pack" includes Theros' heroes' path cards, which make for some insane games. Some of the new conspiracies may take the place of hero cards, just to take the edge off those games where players start with free exploration (The Explorer), looting (The Harvester), or equip tutoring (The Champion).
Arcane Savant Expropriate - This one will likely not make it in. We hated Time Stretch and this has the potential to be that and more. I really can't imagine it being anything other than a Blatant Thievery stapled to a Time Warp though. I dunno, I'm leery of this card.
Volatile Chimera - A cool way to get off-color effects in your deck. No ETB effect, but if you choose wisely, this could be pretty good in every instance. If it were any more expensive, I'd probably not include it, but since it's so cheap, it's an easy include. Grenzo, Havoc Raiser - This dude is cheap enough to be a real asset in my EDH cube. He can get in with some quick beats to flesh out a red deck's hand and might even be able to lock down a threatening creature while forcing damage elsewhere. Seems solid to me.
Selvala's Stampede Splitting Slime - I originally had my eye on this one as a green Pack Rat variant, but given how slow it will be making copies, I don't think it will make it. Caller of the Untamed - Another cool way to get off-color effects in your deck and you also get to abuse ETB effects. I want to see this in action.
Daretti, Ingenious Iconoclast - This is a really cool planeswalker, but I'm not very big on them in my cube. I may give him a shot if I can find a cut, but not likely.
Queen Marchesa - Yay! This color combination has had really slim pickings for generals in the past. This is cool option for that slot.

I can definitely appreciate the concern over this card. I think I still may try it out myself, but I will probably keep a sharp eye out for potential abuse or fun wrecker situations.
One of the reasons I think I will run it though, is that I've been spending a lot of effort recently on trying to shift 4-5 mana slots in my edh cube into either the 2-3's or 6+ range. The rational being that cmc 4-5 (where a wizards unfortunately places a lot of its cool effects) sits in an uncomfortable spot for A. ease of starting hand mana production and B. game ending-threat potential. Expropriate seems like an especially great capstone blue card, and if it actually leads to more expedited games, I'm frankly ok with that. If the win % off the back of the card is just too high though, then I will cut it in favor of something more reasonable.
I am very interested to hear your results with the card. I will actually wait until after I hear your experience to include it. If you find it okay, I'll give it shot.
Cool to see that others are using the idea of custom Lore Seeker boosters. Right now I only have one, and it's full of conspiracies. It's a cool way to add something to the experience that you don't want to see every draft. Some of my other ideas for bonus packs are Unhinged cards, proxied power 9 and other reserved list cards that are far out of my budget, custom cards specifically designed for this multiplayer cube, and a booze cube style pack that makes the match into a drinking game.

I've had a few. Regal Behemoth is fantastic. I saw a game where it was cloned by the opponent, so holding the monarchy had a big game impact and created some great swings. I also played against Custodi Lich, which was downright bad against an aggro deck that could take and hold the monarchy. I think it was strong in another match where he was able to hold the crown. Oh yeah, forgot this was the multiplayer thread. Anyway, that's how monarchy went in 2p for us.
Has anyone thought about including Panharmonicon from Kaladesh? It almost seems a little broken.
When I first saw the card, I thought it was a land, and got really excited. Now that I see it's a 4 cost artifact it'll be a bit harder to cram into my cube, but it's on a short list for inclusion! I foresee a lot of great, cross-color interactions, especially with my impact tremor effects and +1 counter support.

I think you're misreading the card. It doesnt cause etb to double-trigger, only cards already in play that trigger when an another artifact or creature etb. The aforementioned Purphoros' "do 2 damage whenever a creature enters the battlefield under your control" is the prime example of a card that would benefit from panharmonicon.
Are people still running purphoros, god of the forge? Because Siege-Gang Commander with the god should be instant 28 dmg for everybody, right? (yes, three card wonderland) But maybe you´re winning anyway if you get the god down and the card is just win more... we´ll see. Also thinking about switching the god for Impact Tremors, because, well, indesructible Enchantmens are kind of a problem.
I'm reading it as seige gang doing 16 to each opponent when you have panharmonicon and purphoros out. That's a hell of a lot of mana and lucksacking into cards, so 16 damage to everyone seems reasonable (to me) with that much set up involved. Purphoros is definitely a top edh draft pick, but I think he's far from an OP or unreasonable card.
Hm, shouldn´t the etb of the creature trigger twice, because it already is on the battlefield when the ability triggers, and the card does not say of another permanent? If not, the card would clearly not be nearly as bonkers as I thought.

I've reread it several times to come up with something cleaner but I think they did a good job. The permanent you control part is necessary if they don't want to double up on say your opponents Aether Flash. The artifact part doesn't seem too relevant but it is an artifact block.

Yeah, that's where I was leaning. A creature has to enter the battlefield before those abilities trigger, so by the time they're going off, the creature already counts as a permanent you control. I've run into situations like this in large EDH games full of Living Deaths and creatures with ETB 187 abilities (i.e. if someone Living Deaths your Shriekmaw back into play, can it kill something that also came in with Living Death? Same principle). But again, IANALJudge.
Not a judge, but someone who spends a lot of time under the hood with the comp rules, this definitely goes off on ebt triggers.
Triggers have to come from some source and it's obviously not the spell that produces the permanent that generates it, so it's coming from the permanent as a permanent. (Also, enters the battlefield don't trigger until it's already on the battlefield. That's why things like clones can't use ETB triggers or they'll die instantly.)

If this is the case, it affects around 40 cards in my cube across all five colours, so I pretty much have no excuse not to put it in. Just have to figure out what to drop.
I'm currently sitting at 12 equipment in that list, which is probably too many (I'm ideally aiming for ten creatures, ten equipment, ten mana rocks, ten utility, but I've thrown the balance out a bit of late). So I think it might be Swiftfoot Boots or Loxodon Warhammer overboard. Good cards, but Panharmonicon is just a whole other level of bustedness.
I can already see some pretty crazy interactions in my cube... Dragonlord Silumgar steals two creatures. Master Biomancer makes things twice as fat on entry. Cathars' Crusade goes thermonuclear.
And I am still working out precisely what happens when you drop Gilded Drake with Panharmonicon on the table. I'm pretty sure it's just going to throw the ability on the stack twice, so you do the usual swap, and then you get to swap the other guy's Drake with any other creature on the table you don't control (so it's the normal straight swap followed by a second completely political swap).

Because I like pain and I followed this up with the Rules Lawyers... you get two options with the second Gilded Drake trigger:
1) Make a political swap with another opponent's creature; or
2) Nothing happens.
The Drake nowadays has Oracle text that says you can choose zero creatures to swap with, and that the Drake gets sacrificed if you choose zero, but it's with your opponent by the time that goes off, and you can't sacrifice things you don't control (even if it's on the stack, and not an activated ability). Still... fun.

Of note, Master Biomancer is a replacement effect and not a triggered ability, it won't be doubled.

Triggers have to come from some source and it's obviously not the spell that produces the permanent that generates it, so it's coming from the permanent as a permanent. (Also, enters the battlefield don't trigger until it's already on the battlefield. That's why things like clones can't use ETB triggers or they'll die instantly.)
We're talking about Panharmonicon, right? Otherwise I've been ranting about something completely off topic.
EDIT: Basicslly the ability has to come from somewhere, and if it's not the permanent then it's the spell, but that doesn't make sense because it casting a spell isn't the only way to get ETB triggers. (This isn't my justification; it's the way the rules work, but it just seems easier to explain why it works that way.)
Generals meant to be drafted first in a single pack of 6 cards.
And here is the actual cube, meant to be drafted in 4 regular sized packs. (60 card decks)
If this is the case, it affects around 40 cards in my cube across all five colours, so I pretty much have no excuse not to put it in. Just have to figure out what to drop.
Here's my non-creature artifact section. It's currently 28 cards wide.
0-1CMC: Everflowing Chalice, Mox Diamond, Basilisk Collar, Expedition Map, Mana Vault, Skullclamp, Sol Ring.
2CMC: Blade of Selves, Fellwar Stone, Lightning Greaves, Swiftfoot Boots.
3CMC: The five Swords, Chromatic Lantern, Loxodon Warhammer, Mimic Vat, Whispersilk Cloak.
4CMC: Erratic Portal, Nevinyrral's Disk, Thran Dynamo, Trading Post.
5CMC: Eldrazi Monument, Gilded Lotus, Mind's Eye.
6CMC+: Staff of Nin.
I'm currently sitting at 12 equipment in that list, which is probably too many (I'm ideally aiming for ten creatures, ten equipment, ten mana rocks, ten utility, but I've thrown the balance out a bit of late). So I think it might be Swiftfoot Boots or Loxodon Warhammer overboard. Good cards, but Panharmonicon is just a whole other level of bustedness.
I can already see some pretty crazy interactions in my cube...
Dragonlord Silumgar steals two creatures.
Master Biomancer makes things twice as fat on entry.
Cathars' Crusade goes thermonuclear.
And I am still working out precisely what happens when you drop Gilded Drake with Panharmonicon on the table. I'm pretty sure it's just going to throw the ability on the stack twice, so you do the usual swap, and then you get to swap the other guy's Drake with any other creature on the table you don't control (so it's the normal straight swap followed by a second completely political swap).

Because I like pain and I followed this up with the Rules Lawyers... you get two options with the second Gilded Drake trigger:
1) Make a political swap with another opponent's creature; or
2) Nothing happens.
The Drake nowadays has Oracle text that says you can choose zero creatures to swap with, and that the Drake gets sacrificed if you choose zero, but it's with your opponent by the time that goes off, and you can't sacrifice things you don't control (even if it's on the stack, and not an activated ability). Still... fun.
