I think I would not be playing this card even if my cube reach 720 again. It don't worth the investment IMO. It's more like a EDH card.
Life's Final, Hallowed Burial, Rout, Austere Command, Decree of Pain, Akroma's Vengeance and Merciless Eviction are all better options and I am not playing any of them.

And how exactly are decks without W/B supposed to be casting these?
I'm not saying you're wrong, but there is certainly an argument for extending this effect to the other colors. I personally love this card since I play a lot of mono-brown decks like mono-U control and the aforementioned Wildfire/Upheaval decks. Using rocks to ramp to Akroma's Vengeance doesn't seem like good deck design.
The problem we faced with it is that it had its best matchup where I was already in good shape. Against slower midrange decks, a 7cc sweeper can be pretty effective. But my control decks are already good at beating up on midrange decks. I need my sweepers to be effective against explosive starts, aggro decks and good curves, and All is Dust was simply too expensive to deal with them.

Other decks can always play Nevinyrral's Disc to play the control game out of White or Black.
Yes, Nev's Disk is good for controlling the board outside of W/B, I agree.
Now, how does a ramp deck fully utilize Nev's Disk? How about Wildfire/Upheaval decks. These decks are built around artifact mana; blowing it all up is not going to get you very far. My experience with the card is colored by the fact that I often have to face down decks with indestructibleenchantments on a regular basis, but I just don't see how it can be "terrible".
If you run a medium/large cube and you support largely brown ramp decks featuring Winter Orb, Wildfire, Upheaval, and the like, I think All is Dust should be a consideration.
These decks are built around artifact mana; blowing it all up is not going to get you very far.
Waiting until your dead isn't going to get you very far either. 7 mana is a lot of mana for a sweeper effect. Against slow decks it's fine. But I don't need sweepers against slow decks. I need sweepers in my slow decks that prevent me from losing to faster decks. This card doesn't do that.

You can't? It costs too much mana to effectively protect you against the kinds of decks you need wraths against. It's only good in situations where my deck already has an advantageous matchup.
And fwiw, this card was bad in our Wildfire decks. It preserves your mana rocks, but does nothing to preserve any of your win conditions. Pretty much every threat that's designed to be played in front of a Wildfire for value is swept away by this effect. There are faster, more effective, and more deck-friendly solutions that can be made asymmetrical by those shells; All Is Dust just couldn't hack it.

Yeah Ugin is obviously better, but that doesn't necessarily mean you shouldn't run All Is Dust.
