I don't run blue or black aggro cards, so I think this will be pretty bad in that kind of shell. I'll pass unless I hear awesome things here in the next few weeks/months

Blue is the only color in which I don't directly support aggro, so I am not that interested in this guy. Even if he looks to be quite good in aggressive Dimir decks.
We also like this card a lot. All three of our U/B cards are great in the pair's aggro decks. It's an amazing clock all on its own and it draws you stuff.

You probably do. Looter il-Kor, Clique, Efreet, Image/Metamorph, Bouncer, Man-o'-War, Venser, Sower ...most of blue's creatures are good in the tempo shells. As are splashable counters like Denial and Leak, cards like Opposition and Force Spike, Daze and so forth, as well as tempo counters like Remand and Lapse...
Just put the good splashable blue cards in with the black aggro cards and you'll have yourself a winning deck.
I play all those cards. I wasn't sure blue beaters were really needed. Sounds like the small beaters come from black and the tempo cards are blue.
I'd consider cutting Tog, Finkel or Oona for duskmantle, but really only Oona. Do you think that's a worthwhile swap? I should pose this question to my playgroup.
On Sunday someone in my group drafted UB Tempo, he had Duskmantle Seer, Dark Confidant, with Sword of War and Peace. He would take damage from the reveals and then would gain life bashing in with the sword. Seer is a welcome addition to my cube
Seer has been good here as well. All the pieces for tempo decks exist in my cube but until we added this card it was rarely drafted. The addition of Duskmantle Seer has kind of created a paradigm shift towards tempo.

I don't have Glen Elendra, Venser, Snapcaster Mage, Clique or Kira. I was loooking at Dimir Cards I could add to my cube and wasn't sure the Duskmantle Seer could be good in my cube. First time I looked at this card I wasn't sure how good it could be. Your opponent could take damage but this could also cause you to take a bunch of damage.

You should be taking less damage because you built your deck with Seer in mind and you are hitting your opponent with a 4/4 flyer. Additionally, because the draw happens on your upkeep, you get to use the card drawn before your opponent does (usually; sometimes he'll draw instants). Between the damage from the draw and the 4/4, you should be winning the damage race.

You shouldn't forget that black can add a lot of 2 power 1 drops and 2 power evasive two drops, which is where a lot of the damage is dealt initially. Your list of creatures above is lacking in these aggressive creatures.
Delver and Merfolk Looter aren't good creatures in this deck. Any of the aggressive black critters alongside the other creatures you mentioned make for a beastly deck.
I manage to get a good price for him ($5.5), so I'll test him out. I'm hoping that he'll work well, as blue tempo is play a fair bit. UB big three (Tar Pit, Tog, Finkel) is pretty sick, though, so I'm not hoping for too much. He'll be my 361st card for a draft or 2.

What black critters are your talking about? I have most of the top black aggro cards such as diregraf ghoul, sacromancy, oona's prowler, pack rat, knight of infamy, etc. I also have in the 3 drop section Dauthi Maurader, Liliana's Specter and Hypnotic Specter. The only cards I'm missing are cards like Gravecrawler and Bloodghast. Bloodghast is good with cards Recurring Nightmare but I don't have him in my cube. I guess the Shadowmage Infiltrator is something you should have in your cube if you are playing Duskmantle Seer.

Between the damage from the draw and the 4/4, you should be winning the damage race.
