It seems like it will consistently be worse than Inaction Injunction, with cases where it outperforms II. There could be a Tormented Soul variant in the format, which would make this nice in limited.
It is nice that you get to tap down their blocker first before swinging. There aren't that many flyers generally in limted a and Cipher on a flyer may be good enough. I'm not sure about cube tho...blue spells want to be more impactful than this.
Really good in pauper. Its good synergy is that the ability taps and allows cipher to trigger, but of course this is even better on a creature with evasion.

This could be a real bugbear in GTC limited, depending on the C/U creatures we get. Its applications seem a little narrow for my blue section but there are decks where I would run it for sure. I'll give it a miss, but neat card.

It's good in Blue aggro against Control decks. Since Control decks have tons of ways to deal with the creature and usually run Shroud finishers, I'll pass on this one, too narrow and too fragile. Inaction Injunction looks much better.

I'm genuinely unexcited about this card, even for Pauper. Sure, there are going to be times where it will be really strong. Other times, it's going to be exactly what it is, which is underwhelming. Sorcery, is pretty well only useful if you can reliably race, blah blah blah. It will be good when you're ahead, fine-ish when the game is close, but still worse than other options, and probably terrible when behind.
Meh meh meh.
That said, if it works for others, I'll give it another look.
This and other forthcoming Cipher cards, in addition to a steadily growing Bant enchantment section and the general nuttiness of some equipment keep pushing me towards including Invisible Stalker.
