That -X ability is ludicrously good. It doesn't answer the biggest of the big threats (Eldrazi, Bolas, Terastodon), but it just obliterates any deck that relies on permanents and isn't going over the top, all while getting to play Keranos, God of Storms the rest of the time. Cubes that run lots of artifact ramp even get extra mileage, and in those decks I expect him to be even better than Karn Liberated. Slam dunk in my 540.
Im almost wanting to run him in my combo cube, but he really does nothing there. Im going to pass, but I really want to run him.... perhaps in a Lore Seeker pack.
Pay 8 mana, -6 loyalty counters to Jokulhaups the board, then +2 loyalty counters until opponent is dead.
If it really works that way, it is way too strong and boring.
The -X is no jokulhaups as it does not remove lands.

As an 8 cost non-creature, it should not be slotted into any cube without some thought. Especially since Karn is better. I don't think this is 360 material, probably it's an option from 450 upwards.
Ugin is better against armies, Karn is better against fatties. Ugin can handle most situations, except where they have an artifact fatty or a 7+ CMC fatty, which would be no problem for Karn. Overall I think I like Karn better too. Both can win most games, if you get to cast them, but Karn is 1 cheaper. Anyway, I guess we'll have space for him at 540.

Most likely because the term "colored" is not defined in the Comprehensive Rules. They could have added that, though, because I think this can't be the single card they ever want to make that cares about the opposite of colorless.
I think in many smaller Cubes, Ugin, the Spirit Dragon may not find a spot. It is another big mana finisher and it competes with the ones already available (obvious statement is obvious), both colorless and colored ones. It is not just a clear upgrade for an existing commonly run finisher, so it does not qualify as an auto-include in my book. If you enjoy Sneak Attack or just good old regular reanimation, there is some value for finishers to be creatures. Being colorless is not as important as being an artifact in those cases because of Tinker. Superramp decks that do not get additional value for cards being artifacts are often green based, which means that Ugins -X ability is more likely to hurt them and a finisher being colorless is less important because green ramp very often incorporates color fixing. I can see it as a replacement for Nicol Bolas, Planeswalker if you run that card. But in a smaller Cube, chances are you are not running it and you may not want to replace your Woodfall Primus, Terastodon, Myr Battlesphere, Sundering Titan, Inkwell Leviathan, Sphinx of the Steel Wind or other big mana finsher of choice with Ugin.
Edit: It plays very well in a colorless super-ramp deck, though. If that is a thing in your Cube, Ugin may be a very good card for the deck. It does not have the additional synergy with cards like Sneak Attack that you get with the Eldrazi, that is why I think Ugin may not be the right choice for smaller lists.
But All is Dust already says "colored permanents", so I though there might be a subtle difference between the two wordings, maybe in regards to cards like Ghostfire. I guess we will see colorless permanents with colored mana in their costs.
Only thing I dislike about this guy is his + feels a tad to small loyalty gain but then I feel stupid saying a lightning bolt should gain loyalty on a planeswalker. I really like the looks of this guy and seeing as I realized I had 2 slots dedicated to worn powerstone and no idea what to put in he'll get the slot.
I really do like how his ultimate is a reverse bolas ultimate.
Honestly, I think cutting All is Dust is a mistake because it works so well for redundancy WITH this guy. Good in Wildfire, Ramp, Colorless, and Combo decks.
He's good, but I don't think he will make the cut for my list in the end. I'll test him out for sure, but right now I just like all the other big colorless things I'm running more, wouldn't fault anyone else for playing him, though. It has gotten to the point I think, at least for smaller cubes, where there are enough good cards in certain slots that you can interchange some cards without losing any power level. Eventually, it will all just come down to preference, which I think is awesome.
Cool. Strong planeswalker. The obvious comparison is to Karn liberated. Definitely think he stacks up to the power level of karn, how close is he? is he better? Not sure. Leaning towards no.
One thing I vowed never to underestimate again was cards that allow you to come back when very behind. Elspeth sun's champion helped reinforce this and ugin is WAY better at rectifying a terrible board state than karn.
I like Karn better in a control deck and Ugin much better in a ramp deck. If you build your deck with a lot of sweepers and ways to control the board state, karn can be both a great way to deal with a pesky permanant AND a very powerful win condition. The rest of your deck is designed to keep the game under control, while karn finishes it up.
If you are falling a few steps behind with ramping, and a signiifcant portion of your deck is mana rocks ,its' very easy to draw the wrong part of your deck and do nothing. Ugin acts both as the "get you way back into the game card" and the win condition.
Against Creature decks, Ugin is clearly better.
Against Reanimator, control or artifact.dec , Karn is clearly better.
Im reserving judgement until I test the card, but it's definitely around karns power level and deserves testing. Very environment dependent in power level.
I honestly don't compare Ugin and Karn at all. To me, the comparison should be with All is Dust, and Ugin is +1 mana for +DI upside. Going in my 570 for sure, but I'll have to find a cut for it since All is Dust was always just on the outside looking in for me.
All is Dust, Perilous Vault, Apex predator etc., are the cards I think of. Definitely something I want to try but doesn't interact well with most cheaty strategies. I do run Aether Searcher and Eureka so we will see if that is enough. 8 is a ton, and Karn is a lock, but bonus points for nailing true name nemesis.
