While Believer has one more toughness, Hexproof and Enchantment (Enlightened Tutor) makes this a nice upgrade, in line with RtB was over Night's Whisper.

That said, I like this card. In recent sets, Wizards has given us more and more creatures with a disruption component (Thalia, Leonin Arbiter, Imposing Sovereign, Spirit of the Labyrinth, Voice of Resurgence); some of them are better suited for cube than the others, but we start to have a critical mass of "hatebears". This one in particular has an effect that should prove decent, as it shuts down not only burn to the face and discard, but also things like edicts or cards like Gifts Ungiven. I was probably incorrect in calling this card an 'instant staple', but I wouldn't call it 'too weak' either.

It shields your planeswalkers from all sorts of targeted non-combat damage alongside protecting you from direct damage, discard, edicts, curses, Gifts, Bribery, Clique, Obzedat, Ashiok off the top of my head. It's like a little flagbearer that cripples a lot of cards your opponent plays.
Aaaaand I forgot that this affects the player burn / planeswalker interaction, too. However, I still think that the body is just too weak. Imposing Sovereign is also just a 2/1, but she directly affects combat and helps you press damage through. Same goes for Azorius Arrester. I mean, I am not even sure if I would cut the latter for this new card...
I just don't see it. While I do love the hatebears, at some point you have to limit the amount of crappy offense in your white army. Thalia and Imposing Sovereign are way better than this guy, and I hate to continue to set myself up for the most depressing arc lightning ever.
If he had hexproof himself, I would think about running him. Pretty much any beneficial creature keyword would have put him into the yes-please range. Probably would be too good for standard then, though.
A third power, flying or first strike would have made this quite a tempting add. Having hexproof doesn't actually protect you from that much stuff in cube; the Curses, discard, burn to the face and to PWs, and the odd random spell. As it is, I don't think it's good enough.
I think it could've had flying. I mean, it's not like the Pegasi are breaking any formats at common, and as a rare, a true believer effect would be a reasonable thing to strap to it.
I would have been so glad if it had flying! It is a bit embarrassing to play both Pegasi, but that is somewhat of a necessity at 600 cards. Getting a 2/1 flyer for 1W with a small upside would be pretty cool, since that would mean that I could replace at least one of them.
Ya, it would be a wonderful recipe for good cube cards. A "Pegasus +" almost anything worthwhile would be great. This effect isn't amazing, but it's randomly useful enough that I'd play it if it were strapped to a body with other uses.
