When ~ enters the battlefield, each player exiles the top X cards of his or her library, where X is the amount fo mana spent to cast Jeleva.
Whenever Jeleva attacks, you may cast an instant or sorcery exiled with it without paying its mana cost.
So, I think I'm in love.
First thoughts: She needs haste, badly; she's worth all the trouble I'll go through to build around her, not to mention the hate from every other player; the wording of her second triggered ability seems off ("Whenever Jeleva" instead of "Whenever [full card name]"); she actually becomes more impressive each time you recast her from the CZ, which may be a first in Commander history.
I've historically refused to use multicolored Generals as a rule, and I've never bought a Commander product. This lovely lady has forced my hand. (I just Met Her...And This is Craaazy.)

Sorry, are you talking about her in EDH? I have no idea how she'll be in that, since I've never played the format. As a cube card, she seems weak to me. She fails the Terminate test, and even if she survives, there's no guarantee that she'll cast something amazing (short of Vampiric Tutor style tricks). Easy miss for my cube.
