I'm building a cube with a 4-2-1 , common uncommon rare split. I'm not planning on using expensive rares or rares that are poor for drafting. Should I use modern masters 2013 or modern masters 2015?

I wouldn't want to draft a modern masters (1 or 2) cube that didn't have any of the expensive rares. Way to take out a lot of the excitement and allure of the format. Sounds like you'd have a very watered down cube experience that wouldn't be drafted by players more than once or twice.
Have you done the draft of either one? If so, use the one you enjoy drafting the most. It doesn't have to be MMA or MM2 either, just any draft format you like. I myself like Kamigawa and Innistrad draft a fair bit.
If you want to use MM1 or MM2 as a base go ahead. But you don't need to restrict yourself to those formats if you don't want to.
I don't see any issue with you taking out cards that are oppressive or unfun in limited. If you want more randomness (like playing a 2-3 mana equipment that wins you the game if you ever control any creature) go ahead. If you want more fair games, take it out.

That's pretty harsh. Some of the expensive rares aren't even exceptionally good in limited anyway. Considering how expensive it is to draft either MM at all I don't think you can fault someone for wanting to try to make it repeatable. I don't have any experience with the first one, but I think the second would work fine without expensive rares. Even the ones that are bombs in limited like Elesh Norn aren't integral to archetypes.

Yeah I agree it may have sounded harsh, I don't want to come across as mean. I do want you to know I was coming from a place of having made several cubes, with varying gimmicks. Friends and other players in my area have also made draft sims and other themed cubes (such a mono-red cube, multicolour cubes, combo cubes, EDH cubes etc.). From my experience, players just don't keep coming back to cubes that don't have exciting cards, and in the case of modern masters, many of the exciting cards are worth money, and those cards contribute a great deal to the allure of the format. Cube is about keeping players coming back for more, because all that work shouldn't just be for a few drafts.

Higher or lower power level?
MM1 had a greater power level, and higher cost, but was more fun to draft.
MM2 has a lower power level at common and uncommon, and also less fun as a result at a lower cost.
