I, for one, am very excited about this change for cube, and will probably be pushing to use this updated rule this week and until wizards decides to change it, even though currently Wizards plan is to only test it at PT Origins and then see if they want to implement it in the entire game. I really, really hope they do.
Mulliganing is one of the most feel-bad parts of magic, especially for a fun, casual format like cube, but you can't just let people draw 7 forever so it's a necessary evil. I am excited for anything that smooths out the process.
Seems fine and I will likely push people to use this rule in casual and cube games starting immediately.
Personally I feel like they should be testing this at like, the pre-release weekend before throwing it right to the pros so it doesn't imbalance the PT, but that's just me.

Yeah, the choice to test at the pro tour seems odd, but it's probably the easiest way for wizards to get info about the change first=hand, as they run the tourney and will have all the video archives.
I do wonder how many people are going to forget to scry. Probably a lot lol.
We have pretty janky mulligan rules (although it seems like "First Paris is Free" is the norm ) and I think I might be able to talk the EDH guys out here into trying this out. It should help smooth things out while making the mulligan something to actually think about.

I've never met anyone who didn't recognize this rule for non-competitive EDH (i.e. you didn't pay money expecting to win something, and even then I've played in a couple tournaments where that happens.)

Im a huge fan of the rule. Losing to your mulligans sucks. And I imagine they play tested this extensively before letting it out in the wild.

Same - even though that's not the official EDH Mulligan rule. This new Scry-1 approach seems like it might actually work though.

This. They almost definitely tested plenty of other options, as well. My guess is that they're going to implement it as a new rule after the PT, but they chose to hedge expectations by saying that they won't decide until after the Pro Tour. It'll give players a chance to see it in action before it affects them and also allow them to come at it with a more open mind since it won't be perceived as something being forced on them, even if it actually is something WotC has made their minds up on internally.
I like this change a lot, though the Delver player might like it even more than I do. I really hope this becomes a permanent change as I do enjoy the occasional booster draft.

Heck, the "first mulligan is free" rule is built into Duels of the Planeswalkers, so I don't know why they didn't just codify it...

Sure, there is a chance of spending $4 on a booster and getting the Mythic Rare $30 super card. There is also a chance of surviving putting your tongue in a light socket.
