Why modern frame? Cause I hate the old frame. And I try not to play foil since I don't like it (even if the foil and nonfoil price are the same). It's kinda a budget-ish cube. So, if there's an old card printed in a non-foil modern border, i'll play it.

Honestly, if you're just running one cycle, and won't have the shock/fetch interaction, I'd just run pain lands rather than pony up the money for shocks. Almost as good without fetches around

Bear in mind that Onslaught Fetches aren't in the Modern frames unless you go with the Judge Foils (which I don't think there's a complete cycle of and they're also foil which he said he didn't want).
I would definitely recommend two cycles over just one, land fixing is that important.

I don't think I can fit in 20 cards in land slot. Is there any other alternatives than fetch? Since this is a budget-ish cube. Maybe some of the scry lands can do the work?

If the fetches are too expensive, I'd suggest Fetid Heath-type filters for W/B and W/R (assuming you have a decent number of WW costs) and maybe Scrylands for the other pairs. Innistrad Checklands are fine all around as well.

Checklands+Shocklands since they're the cheapest, when they do the full cycle of fetches you can do those later when they're far cheaper to replace checks.

In a 180 cube, I'd actually just stick with one cycle of duals plus lots of 5-color fixers - the Vivid cycle, City of Brass, Mana Confluence, Gemstone Mine, Evolving Wilds, etc.
In a very small cube, I think it is more important to cut down the number of double color mana costs in your spells than having lots of duals. It will make decks built around using mostly basics much more consistent. Plus small cubes already face issues with lack of variety in the card pool and cutting spells for lands only makes the pool of available spells smaller and decks more uniform from draft to draft.
