It's not a huge deal, I prefer the 8th edition border. And the black at the bottom so you can read the artist credit makes sense.
The designer credit is really tacky and I don't like the holo sticker.
I'm more annoyed because I had been doing so much work to get everything possible in the 8th edition border and now I'm going to have another competing card border in my cube.
I kind of think if they were going to bother changing the border they should of made the change more noticeable. I showed it to a friend of mine and he didn't even notice it.

More art space is good. Not sure I like the weird font. As long as the stupid big lower case 'H' doesn't make a reappearance. The holo thing is fine, I suppose it's intended to deal with counterfeiting issues. I don't like the frame receding at the bottom.
Pluses and minuses, well take a bit of getting used to. Will see when I get some in hand.
I don't think it looks great (I liked the symmetry of the card color wrapping completely around all the game-text boxes) but functionally it's an improvement because of the extended space for relevant text.
I don't really care about the change, and I'm glad we'll have more new(ish) frames to gel with all the other ones we have in the cube already.
All in all, I am also very "eh". I dont like the holo at all. And the curving frame just makes everything look like a walker. Kinda takes some of the magic away from walkers, but whatever. Font, also whatever.
I also would have liked a more radical redesign. I adore variety and would have loved a shiny new superart frame or something.
This is one of the aspects of the game I don't understand why they keep monkeying with. I don't see the need to change it. I'm sure I'll get used to this, but overall I don't really like the changes. The foily bit only on rares and mythics seems stupid and tacky.

Agreed all round, although the holo bit is a counterfeiting measure, so it kind of makes sense to put it on rares and higher as I assume it adds a cost to the production somehow and most C/U aren't likely targets. I don't like the asymmetrical receding borders, I would prefer them to curve back in level with the text box side.
The increased space for art and text is a big plus but I think this is a slight downgrade over the very functional previous frames. That said, they might look great in-hand.
I like the thinner frames, am indifferent to the font change and mildly dislike everything else. The holofoil anti-counterfeiting measure is sadly a sign of the times, and a tacit acknowledgment that Wizards are essentially able to print money. I suspect alters might need a little gentle sanding and a coat of primer to paint over it.

The border actually curves in at the top of the P/T box, so I'm guessing that's why they picked this location and not the bottom of the main frame -- they didn't want the P/T box to sit on top of the curve.
I really like the set information at the bottom, all in one place. It should make it much more easy to catalog cards, especially promos.
Overall, this changing-the-border activity tends to add value to reprints. Either old-border cards become more distinguished, or new-border ones become modernized.
I think the new border looks pretty sharp. I only wish they would have done a fade-to-black effect at the bottom, or a black transparency so that the border could continue around. Overall, it seems like a functional improvement that doesn't clash too much with the 8ED borders.
While I don't particularly like it at this point, I'm sure the new frame will soon become 'the frame' and I'll get used to it with no issues just like I did back when Mirrodin hit print.
The holo, while a little awkward looking, is likely a good thing as more and more counterfeits are turning up of higher and higher quality. There have recently been some showing up from the North Carolina area, and they are appearing on online auctions from that area as well, like here:
I'm glad they're taking a step to protect their brand, as it is not a joke that Wizards quite literally prints money.
I'm pleased that there is a "designed by" section now, though it makes me sad we're not excepting any cards designed by tournament pros in the future like Snapcaster Mage and Dark Confidant.
I'm a lot more convinced on the frames after seeing the green cards mocked up in the rumour mill. The Tarmogoyf looks very smart in the new frame. I still don't really like the red one.
I'm currently using non-foil full art Zendikars with the John Avon art, but I'm thinking of upgrading to the Ice Age Arena foils. What do you guys think?

I like the RoE artwork better, but the Theros flavor text is so great.

Edit: The holo foil on all rares/mythics certainly makes altering cards more annoying.
