I have neither the time nor the inclination to explain to a man that rises and sleeps under the very blanket of freedom that I provide, and then questions the manner in which I provide it.
Instead of dogpiling, I'm just going to suggest removing the boomerang ability entirely and beefing up the + ability. Five loyalty on a random walker with no other relevant abilities is not enough of a trade-off for giving your opponent two turns. That +2 ability could be safely bumped up to +3.
If you want a time-based walker, you could also assemble one from the multiple time-themed spells in blue.

The boomerang ability is the biggest problem with the design, Johnson8861. You can't generate tempo advantage that can lock out an opponent's board and grow the 'walker at the same time. I'd change it to a - ability of some kind, and maybe restrict it to nonland permanents. I think that the only way to + the loyalty should include skipping a turn, so if it's going to be a 4-ability planeswalker, it should only have the one +, and it can have a 0 ability and a - ability in addition to the ultimate. And a 'walker with a powerful - ability and a usable 0 ability will likely need to cost more than 3 mana. And untapping the land doesn't really seem like a blue effect; maybe scrying or looting? Maybe something like this:

I think it could be strengthened somehow. I certainly wouldn't run it as is especially with the UUU. Skipping a whole turn is a disastrous drawback as a [+2] and the [+0] and [-2] probably don't cut it on their own, being somehwat close to Jace, the Living Guildpact. The concept is good though.
If JTMS + can be brainstorm, i feel like the 0 could be: draw a card. This would make it have a decent -2, a decent 0 and a wonky but cool + and ult.
Edit: I meant to say if his 0 can be brainstorm, than this jace's 0 can surely be draw a card.
I'd at least want scry 2. Scry 3 might be too good though.
Could Erebos's first ability be formatted like Sarkhan the mad in some way? Like lose life equal to its CMC?
I feel like Sarkhan the Mad is a great design for an all negative walker because it still feels like a walker, this one kind of just feels like something with 6 charge counters. That's my main point I guess, it doesn't feel like a planeswalker, even though a planeswalker can clearly do that.

Wow, I really like that design! Not sure if too strong, as it's literally a bolt every turn for 1W once it's in play (suspend whenever they try and target it or at their end of turn, it will always CITP the following upkeep with haste too).
Also, aesthetically, I think I'd like all the costs to be RW as the suspend looks weird as 1W. I'd just change that to RW as it's not like you're playing this guy in a non-boros deck anyway.
I had it 1W because the bolt was the red part and flicker was the white part, if that makes sense. I could change it to 2 time counters from the flicker.
Being able to suspend him with just 1W seems really OP against removal/sweepers. I think the suspend should cost 2W and it should be 2 time counters or maybe be at sorcery speed. Another option would be to reduce the damage to a shock instead of a bolt.

Haha, yeah. The 2s are a lot, but I think fair. The 2 damage doesn't really weaken it too much against creature decks. It's still a 2-for-1 that can also take over a game. I'd cube it. Maybe he could be a 3/2 and still be alright. Somewhere around Flametongue Kavu power level seems decent.

I like it, but I feel like the Flash is a touch too much. There's never been a 1/1 flying flash for a single mana before, let alone with another ability as well. Maybe push it up to 1U? It's still pretty strong to turn a removal target/chump block into a Sleight of Hand while getting a 1/1 flier out of the deal.

This seems insane. Regrowth + draw a card likely costs 4G, and I could maybe see it at 2UG. Adding a body AND the ability to Evoke it for even less is way overboard.

Seems a little pushed. Spiteful Returned is a 1/1 for 2 that just makes them lose 2 life on attack. This, for B more, gains you two life per drain, drains on entry, and has +3 toughness. I think a frailer body is in order.

I'd suggest at least putting the revealed card on top of the library, as card advantage on a counterspell is extremely frustrating to play against.
