I'm not currently playing Bad Moon or Crusade, but I think if they were rolled into one card, I'd play it. It probably has to be 1 or only +0.5/+0.5, but I'm unsure if it would make the cut at that point. Hopefully, it could be a bit more pushed since its an Un set.
I think a lot of the potential strength of Crusade comes from you probably being the only white deck at the table if you're playing a deck that wants Crusade, but even then that's still not a guarantee depending on the table size since if you're not all-in then you're going to have some *****ty scenarios where it's completely dead. This doubles that, making this pretty much a card only Orzhov would consistently want/play. My mono white deck is fine with this, but then would I end up losing to golgari or rakdos on the other side of the table? And the opposite issue is a problem too.
Maybe you could make it like a 1W/W/ Honor of the Pure? That's a bit more enticing, as that damage out goes up quite a bit the more tokens you have as those .5s add up. This version is way less likely if we're designing with call-backs in mind, but probably better for cube.
Seems a bit too narrow. How often does this not have a target? Or how often do you even want the PW back? Would probably need to get another creature type, as is I don't see it landing in many/any cubes.

Red doesn't get deathtouch, black doesn't get haste like this, and this just seems absurd either way. They won't print friggin Prodigal Pyromancer anymore, there's no way they print a version that also always hits the player (better Rakdos Ickspitter) with haste and 2 power and frequent deathtouch. Also the morbid ability needs to be "Whenever a creature dies, Deathspark Devil gains deathtouch until end of turn". Morbid itself is just an ability word.

Power-wise, this is probably fine or if anything underpowered. I could see the middle ability being one -1/-1 counter. Color-pie wise, this is 100% Green and not really black at all.

That "Birth" ability, is that an activated ability that can be played any time, as often as you like? Because that's pretty nutty if so. Color-wise it's fine but definitely pushed. Just a 3/3 that gains 3 is okay, and throw in the ability to make infinite undercosted 3/3s that then also gain you 3 life and this is busted.

Making an opponent lose life directly doesn't fit well in white, but this is fine as a gold card.

I can see the argument for taxing countermagic in white, since it's supposed to be in pie but we barely see it. But Lifegain isn't blue. As a UW card this is fine.

I'm not sure why you're evaluating each of these cards as if they are only the color that one or two abilities would be least appropriate in. Mono-green creatures don't have haste either but Boggart Ram-Gang is a thing and I'm sure there are several other examples. Blue doesn't have haste, but red sure does and this first card is just as red as it is blue. Yes, I know this card can be cast for UUU and when that happens, in a sense, blue is getting access to haste, but given the actual color identity of the card and examples like the Ram-gang, I feel comfortable that this is design space that isn't breaking the color pie in anyway that hasn't already seen print.
2nd card doesn't have haste. It can only use its ability as though it did. Rakdos Ickspitter is a common. I think this is fine at rare as it is always going to require another creature to die to be more than Ickspitter. Thanks for the wording fix on the deathtouch ability.
-1/-1 counters seem pretty black to me. Also the ability to produce black mana. I thought this was a flavorful golgari take on Wall of Roots.
Centaur Dam needs wording fixes to make it clear that Birth only triggers once during your upkeep on your next turn. Wasn't sure if that was clear either but couldn't think of a better way to word it.
On the Dimir Card, discard then draw is red. This isn't quite that though. This is discard at will on each upkeep and force a choice on your opponent that results in them losing 3 life or you getting to replace your discarded card. It's a bit of a punisher card which isn't usually cube friendly but I think black decks will like this as a discard outlet and even though your opponent will always choose the least disadvantageous option, both options are fairly punishing (essentially free looting for your opponent or losing 3 life.)
There are definitely Shadowmoor block cards that bend or even break the color pie by being effectively a gold card (Augury Adept is a great example of this, as white shouldn't get that draw and blue shouldn't be gaining the life), and MaRo has spoken EXTENSIVELY about how this is bad and incorrect and a major design failure of the block and reason it was not successful. If you're using it as precedent for making further color-pie breaking hybrid cards, you are doing it *very* wrong.

So... it's a 5 mana 6/6 that transfers 5 counters on death, and can self-sac to just make a random 1/1? This seems really confusing, but just being a 5 mana 6/6 seems unlikely.

Yeah, It's a really, really weird card. I don't think this particular iteration would ever see print. I added a bunch of very weird garbage so that I could tweak the card and (maybe) make it cube playable.
They could most likely print the version below, but would it be good for cube?

Nah, with your proposed wording, you'd sacrifice the Ooze, putting the copy ability on the stack, and then modular would go on the stack above it.
The card here doesn't seem particularly Blue (more green) nor does it seem great for Cube.
I think your best bet for a Ballista/Hangarback synergy blue five drop would be something more like this:

It seems there was quite a divide over this among the Shadowmoor design team and ultimately Maro was outvoted as these types of cards saw print anyway. There doesn't seem to be much evidence that directly ties this decision to the relative lack of success this block had. I can appreciate Maro's point of view on this, but I think Devin Low's argument about hybrid being a means of experimentation giving effects to colors that may not usually have it resonates more for me, especially when Maro has a history of doing the same thing but saying its okay because he felt it was necessary. This is the Endless One we want. Sunburst makes it much more printable than just X, and in cube you're pretty happy casting this for 1-2 in a lot of decks. I really like this card (and wish it was real). If it wasn't for the fact that wizards is afraid of printing 2/1s for X, nevertheless a much better version of that, I would say this is one of the better designed cards I've seen here in a while.
I want a counterspell that coats UU and a phyrexian blue mana (on my phone so I'm not able to use the symbols). Could be formatted to cost UUU with being able to reduce by U if pay two life (as a throwback, because we all know phyrexian mana is never happening again).

For the second one I think I would rather have it cost 1U, we already have counterspell and this is a strictly worse version. I would suggest:

Yeah I don't think we'll get another 2-mana hard counter anytime soon, not without some serious restriction or drawback (and paying a little life doesn't fit the bill, IMO). I think it'll be cards like Stoic Rebuttal or Deprive going forward.
I can't foresee any Phyrexian counter coming forward with a design that appeals to us, especially after the mental misstep that was Mental Misstep. I think Groglord's take on it is maybe close to what would happen, being either a miscalc or cancel.
They might throw us a 2cc counter for a commander product, that way it doesn't touch standard or modern. counterspell doesn't see any (?) legacy play so it would be fairly safe, although kitchen table all over the world may groan at having access to 8 another 2 mana hard counter.
I was actually kinda surprised we didn't see something like:

This could be interesting, a journey to nowhere for spells / twist on spell-queller.
Is it really that good? It's like a 2 Mana Awakening Zone without creature synergies, that also fixes colors, but is vulnerable to LD.
What it is is a 2 mana Awakening Zone that spits out Lotus Petals at instant speed that also has artifact and untap synergies. That would make it basically the best mana accel in enchantment form ever.

-1/-1 counters seem pretty black to me. Also the ability to produce black mana. I thought this was a flavorful golgari take on Wall of Roots.
Centaur Dam needs wording fixes to make it clear that Birth only triggers once during your upkeep on your next turn. Wasn't sure if that was clear either but couldn't think of a better way to word it.
On the Dimir Card, discard then draw is red. This isn't quite that though. This is discard at will on each upkeep and force a choice on your opponent that results in them losing 3 life or you getting to replace your discarded card. It's a bit of a punisher card which isn't usually cube friendly but I think black decks will like this as a discard outlet and even though your opponent will always choose the least disadvantageous option, both options are fairly punishing (essentially free looting for your opponent or losing 3 life.)

Nah, with your proposed wording, you'd sacrifice the Ooze, putting the copy ability on the stack, and then modular would go on the stack above it.
The card here doesn't seem particularly Blue (more green) nor does it seem great for Cube.
I think your best bet for a Ballista/Hangarback synergy blue five drop would be something more like this:
Splinter Drake 3UU
Artifact Creature - Drake
Flying, Flash
Splinter Drake enters the battlefield with a +1/+1 counter on it.
When Splinter Drake deals combat damage to a player, Proliferate.

I doubt we'd see it without the "Can't Block" drawback, especially if you tack another ability onto it. Much as I'd love to see this card in particular.

But seriously, you prob def need the can't block clause, plus there's probably some broken interaction involving raising dead and removing +1+1 counters that makes this unprintable. I may be exaggerating on the second point though.

Finally came across the article that speaks most to what you are referring to from Maro's point of view. http://magic.wizards.com/en/articles/archive/making-magic/mix-match-part-i-2008-04-28
It seems there was quite a divide over this among the Shadowmoor design team and ultimately Maro was outvoted as these types of cards saw print anyway. There doesn't seem to be much evidence that directly ties this decision to the relative lack of success this block had. I can appreciate Maro's point of view on this, but I think Devin Low's argument about hybrid being a means of experimentation giving effects to colors that may not usually have it resonates more for me, especially when Maro has a history of doing the same thing but saying its okay because he felt it was necessary. This is the Endless One we want. Sunburst makes it much more printable than just X, and in cube you're pretty happy casting this for 1-2 in a lot of decks. I really like this card (and wish it was real). If it wasn't for the fact that wizards is afraid of printing 2/1s for X, nevertheless a much better version of that, I would say this is one of the better designed cards I've seen here in a while.

For the second one I think I would rather have it cost 1U, we already have counterspell and this is a strictly worse version. I would suggest:

Or for the first idea.
1U and 1 phyrexian blue
Counter target spell unless it's controller pays 2. If no life was spent to cast this spell counter that spell instead.
I can't foresee any Phyrexian counter coming forward with a design that appeals to us, especially after the mental misstep that was Mental Misstep. I think Groglord's take on it is maybe close to what would happen, being either a miscalc or cancel.
