The idea is a fanatic that can deal combat damage and then ping like it did back when damage went on the stack, but that you can still sac at will for the ping unlike arsonist

Ahhhhhhhh its been so long since we did away with putting combat damage on the stack that I forgot it was an issue. Sure, I'm okay with this goblin. Wizards might scratch their heads at this, but I'm okay with an updated Mogg Fanatic for cube play!
How about another Masticore?
Fluxmeld Masticore 4
Artifact Creature - Masticore
Discard a card: Fluxmeld Masticore gains flying, trample, haste, first strike, lifelink, deathtouch, or hexproof until end of turn. 2: Regenerate Fluxmeld Masticore.
4/4
I'd say that the ability to shoot things somehow + a card discard on upkeep is required to qualify as a Masticore. The thing you've got there is just a really hardy 4/4 that is mostly going to play out as a weaker Thrun, the Last Troll.
How about:
Mecurial Masticore 4
Artifact Creature - Masticore
At the beginning of your upkeep, discard a card or sacrifice Mercurial Masticore
2: Mercurial Masticore gains Hexproof until end of turn
3: Mecurial Masticore deals damage equal to the number of instant and sorcery cards in your graveyard to target creature
4/4
Also, more Morph interactions:
Secret Summoning 2U
Instant
Search your library for a card and put it onto the battlefield face-down. (If a face-down instant or sorcery card would be turned face up, instead put it into its owner's graveyard)
My masticore still "requires" a discard for it to be anything more than a hardy 4/4, so I was being a bit cheeky with the classification as a "Masticore". And though it doesn't have the ability to shoot things, it still has some nasty ways to deal with creatures. That in mind, saying it is less powerful than Thrun isn't exactly true; consider the options to have deathtouch + first strike, Deathtouch + trample, those combos plus the ability to regenerate...there's a great bit of power and flexibility with my version that makes it a really powerful creature. Heck, even flying and deathtouch to swat down pesky fliers is really valuable. There's no denying this thing would be a formidable beast to face down.
If calling it a masticore is breaking canon, then I'd just call it something else.
I admit that there are some good possibilities on your Masticore, especially if you can dump multiple discards into it. I'm just not sure that a 4/4 for 4 (colorless) with multiple upsides is printable.

Those lands thin your deck and tutor duals with impunity. It's cool if you want those for your cube, I would definitely put them in mine, as would everyone else. However, they wouldn't see print today.
I would love to see something with cascade and evoke. Just...like....anything. And something with Double Strike and Exalted at a low CMC.

I doubt it would ever get printed just because evoke is always cheaper than the actual CMC but doesn't change the CMC, and because cascade always increases the mana cost of the spell so you are going to be able to get even more expensive free spells for a low cost investment.
Let's look at something like Aethersnipe. How much would adding cascade add to it's CMC? Maybe you could make it a 3/3 and keep the same cost, but then you're still getting unsummon plus a free 5CMC or less spell for 1UU. With any kind of library manipulation it becomes absurd. I don't think we'll ever see those two abilities together.
"Whenever you activate an ability of a source you control, copy that ability.
Whenever the ability of another source you control triggers, copy that ability.
Whenever an opponent activates an ability of a source he or she controls, counter that ability.
Whenever the ability of a source an opponent controls triggers, counter that ability."

I don't think that would see play, even in larger cubes. It has an underwhleming body, a hefty mana cost, and it doesn't immediately affect the board when it comes out. Even then, you need a card with an activated or triggered ability for it to do anything. It just isn't good enough. I could see it as a janky rare in a magic set, but I can't see it making it into anyone's cube.

I think it's an interesting idea. I'm looking for a baseline through a bit of experimenting.
Scornful Hermit7G
Creature - Human
Cascade
Evoke 3GG
1/1
How about:
Hand of Kruphix - 6UG
Legendary Creature - Elemental
Flash, Cascade UG: Return Servant of Kruphix to its owner's hand.
Evoke: 3UG
2/4
Notice that all cascade cards ever printed are multicolored, so I think we should start there. Simic seems like the perfect guild for this effect (especially for cube). Also, every evoke card is an elemental, so the flavor should match that.
Adding on the bounce to hand ability would make this card feel very mythic, on par with Prime Speaker Zegana. This card has inevitability in spades. For the cheap price of 3UUGG (7 mana!), you get a free spell out of your deck every turn. Even opponent's turns!
If this is better or worse than Simic Sky Swallower for this slot is up to debate.
I don't think that card being better than SSS is up for debate haha I'd rather pay 7 mana for a 6/6 flying, trample, shroud creature than the chance to cascade into who knows what. I do appreciate the effort and that people liked my idea
If this isn't the goofiest card submitted in recent memory, I don't know what is:
Whispering Murid 1UU
Creature - Rat Spirit
Flying
When Whispering Murid enters the battlefield, each player discards a card.
Cascade
Evoke 1B
1/1
A pseudo-Dimir flying rat spirit with evoke and cascade. Sure, why not? I'm being a little bit cute by making having both players discard but still giving the caster a freebie.
The problem with the first two proposed cascade cards is that you would never, ever cast the first one for its actual cost so it might as well just be a 5 mana sorcery that says "reveal cards from the top of your library until you reveal a nonland card with CMC 7 or less. You may cast it for free." The second is essentially the same thing except you're slightly more likely to cast it in super ramp. Either way, I don't think they are remotely close for cube.
I think the spirit rat might be printable, but I wouldn't play it. Dimir would have way to many reactive spells to hit that would just be horrendous. You would need to be in exactly UB tempo for it to be decent. Either way, I doubt wizards is ever bringing back cascade. Have they ever brought back a free spell mechanic (besides delve)? Every one they do ends up being broken, delve included now because of treasure cruise.
