Ok! I asked, and I received! A four mana creature in U/R, it is here! The question is, is this thing playable? Is there a way to make it good? Is this thing just worse then flux charger? What is the optimal +x we need to get out of this thing to make it worth paying four mana? How can we abuse the top of the library to make sure that we are not just paying four mana to activate the ability and then revealing a land to it?
I would like to play this in Grixis, because that is my home and I always start there. But I could Courser of Kruphix being a key player in making sure we get full value out of the activation. So maybe RUG is where we need to be? Could we then play the cockatrice too? Am I too deep in this right now? lol...

I think you're too deep. It's not even that great of a limited card let alone a constructed card. It's a 2/3 that can be killed by a lighting bolt for 4 mana. On top of that in order to get anything out of it you need to have some of way to stack the top of your deck. This isn't UWR Miracles with a Divining top and Brainstorm.
Honestly I was quite sad when they printed this. I was hoping for a useful non creature spell, or perhaps a good synergistic wizard for 3 mana in Izzet colors.

Bingo. This card sucks in Constructed. Like completely and utterly sucks. Fluxcharger isn't playable and has this things number. Post-rotation it still sucks. I'd sooner play Ember Swallower or Shipbreaker Kraken in my UR decks than play this trash.
I don't think it's that bad in Limited though. It'll go super late (UR isn't a super strong combo in Theros, is multicolor, etc) but this a 2/3 Flier for 4 isn't that bad, and in Limited this is tricky to block from your opponent's standpoint (I'd estimate a +2/0 pump in most cases). It isn't a great, high pick or anything, but it's about as good as Chorus of the Tides (fliers are always fine playables).
Remember wee draganauts? You guys didn't play the heck out of that thing? If you pay 4 mana and play two instants it would be a 5/3, that is what you can resonably expect out of this guy for 4 mana investment. He just comes down a turn later.

Wee Dragonauts came in a low cmc deck that could churn out spells quickly and go for the kill. It didn't need an average of cmc 2, more like 1.5. The chimera comes down a turn later, needs an extra land to be in play, doesn't leave mana up for a counter unless you have another land on top of that, and your assumption would need you to play a much higher curve than wee dragonauts. Clearly worse than wee dragonauts and doesn't belong in the same kind of deck. It belongs more in a borderline combo deck except that the casual rampy riddle of lightning, blast of genuis does it better.
This was a such a waste. Why did they have to try and remake Spellheart Chimera but *****tier? It could have at least had a bigger butt to compensate for everything else costing more. It will never be worth the cost, even in Limited, to play a 2/3 flyer for 4 and then the next turn activate it for the same cost. Its like they made it specifically so people wouldn't play it.
Lol. Its nothing like spellheart chimera. The only similarities are the colors, flying, and being a chimera. They don't even belong in the same type of deck as one wants lower costs on average with cantripping (usually a good thing) and the other wants high costs (usually a bad thing in these colors). A bigger butt wouldn't have saved it at all. It is just that bad. To make it mildly work, it'd have to be closer to mindshrieker from a rotation ago and I think that we know that that didn't get much play despite being infinitely better. They could have knocked off 1 to cost and to activation and it still wouldn't be good.
You know what I wanted to see for flavor? Prophetic bolt. But ah well.
