She does nothing when you drop her than other cards don't do for less. Her ultimate is noob bait, and the colors she's in aren't suited for what her in game goal is. She's bad, plain and simple, and not played competitively.
I play her in a JUND deck and she is awesome. At the very least she drops for 5 and destroys any nonland, nonpro green or black. If they don't kill her the next turn you up her back to 3 loyalty then if they attack her they lose any creature they use and if not you can reuse her -3 next turn. If you drop her turn 5 then turn 7 gives you 3 1/1 game winnners. Play Mutilate first then ultimate Vraska, with a racecourse fury on one of your lands that's game.
It's also fun to see the look in an opponents eyes when they tap out for one of their planeswalkers only to have you drop Vraska on your next turn -3 her and destroy the enemy walker.
Overall I think she just hasn't seen the use she should, because people get trapped in boxes when it comes to MTG deck building. They see one that's been winning so they copy it. That's why you see so many Thragtusk and Resto angel, not saying they arent good cards but they aren't the best. I think if more people spent time crafting their own builds instead of copying one from the last top 8 deck list we would see more diversity in the cards used. People can't stand losing and always do what they can to win. I've always looked for the top decks and then design to beat them. That way i build a deck that compete at multiple phases of the game. Right now that's a JUND deck that drops early haste creatures then turns to big four drops and Vraska, with creature control and burn for added win conditions.
She's good in Bg control, since she deals with problem artifacts, enchantments, and planeswalkers that black has a hard time with.
I think the card is good in a vaccuum, but there are so many good green 5 drops right now, that she doesn't quite make the cut. She has to beat Wolfir, Thragtusk, Garruk Primal Hunter, and that new simic Jace's Ingenuity from gatecrash.
Ive been trying to run her in almost everything I play that she can fit in. Junk, Jund, GWb tokens, Rock etc. She has won me a game here or there (mostly) by killing an opposing walker. I have never connected with her ultimate, ever. She just doesn't have the "Finisher" quality that you need for the 5 mana slot right now. Not that I wont try her some after gatecrash, but that's mostly because I'm stubborn.
I think she's fine as a 1-of in decks that can afford her. Just don't focus on trying to get off her ultimate. That's not where her potential usefulness comes in. That's my humble opinion.

She is an okay SB option against PW heavy game plans. However, there's a reason she's been rather unseen in this meta, and I believe it's because she doesn't really impact the board. It just feels like an over-costed Maelstrom Pulse most of the time.
She has won me a game here or there (mostly) by killing an opposing walker. I have never connected with her ultimate, ever.
This. She'd be an okay sideboard option for G/B decks in a planeswalker heavy meta. Evaluating a walker according to their ultimate is always the wrong way to look at it, but even so hers is splashy, flavorful, and not good at all.
Vraska is fine in Junk Tokens. She covers a big void in the gameplan as a 2-of, and lets you shrug when you're still at 20 life and you just chumped off your last two spirit tokens.
She kills everything you need to kill, usually twice. That's worth six mana on its own, but the flexibility of randomly winning games is a huge plus.
She's like a bad Karn, but I guess that's ok when she's two mana cheaper. When Mutilate is the only midrange effect you have to protect her, though, you have to dip into other colors. She may show up later, don't count her out... she just doesn't have support right now.
