Captain of the Watch is very weak for a six-mana card in Constructed. Getting four dudes for one card is generally good, but at that point in the game they're likely to all be outclassed by dudes that are bigger and have relevant abilities. I know you're specifically trying to find a home for him, but I think he just doesn't do anything well enough to warrant a home in Constructed. (It's good in draft, but that's a whole different ballgame.)
If you really want this type of creature, I think Geist-Honored Monk is a better idea, since it's one mana cheaper and gives you flying, but it's still a similar effect and would still work well with Odric if you're trying to do something like that.
I'm not sure how competent any weenie strategy that isn't VERY aggressive will be in the current environment. There are just way, way too many commonly played one-sided sweepers that will clear your entire board of 1 to 2 toughness creatures if you don't get a kill within a few turns.
There are also a ton of really cheap creatures with huge P/T that are played that are going to jam you up pretty bad. You're welcome to attack me all day with your 2/2's and 3/3's while I've got Loxodon Smiter and Boros Reckoner dropping on turn two or three.
I think the problem is that the power level and aggression level of cards right now is so high. You can play very powerful cards for very cheap and Captain of the Watch and a bunch of 1/1 tokens with no evasion once she's dead don't really compare with what else is out there.
I really like the Captain, but it hasn't been very consistent for me at the FNM level. I've managed to swarm the field with Soldier tokens, Odric and the Captain, only to get wiped by Rolling Temblor and that mage that deals 1 damage to each creature with a given name. Intangible Virtue is a must to make it worthwhile, in my experience.
With that being said, I'm no master deckbuilder, so dont take my word as gospel.
In a budget deck that runs Intangible Virtue, Captain's Call, and maybe Precinct Captain this might have a chance as finisher. With Intangible Virtue down you are getting 12 power and toughness for 6 mana. I love Captain of the Watch, myself, and am very sad that it doesn't really have a home.
