Over-hyped? No. Over-priced? Yes. Take the semantics with a grain of salt. Great planeswalker, relevant and sought-after in many formats, excellent art. It's an appropriate amount of hype with an inappropriate price point. It's too early to balance price and hype on her as with any PW before a set is released.
At this point there is no opportunity cost to pricing it so high as the product isn't even available yet to the end consumer. Once the singles market is impacted by non big-store consumers I think it'll go down. I agree that I haven't seen much brew with her yet and she's kinda riding on JtMS's tails being that she has 4 abilities.
If she holds her price then the cost of other singles is going to plummet into oblivion because people will start cracking boxes for a chance at getting her to recoup the vendor cost of a box (with masterpieces helping smooth out the boxes that don't have her). This just isn't a realistic scenario to me. Worldwake disnt have the Chase collectors items (masterpieces) and Jace was preordering for $40 which was fairly high for the time IIRC. WotC didn't pull the plug on origins prematurely either when JVP started climbing. The print run was over by the time he peaked, but product was still readily available. That should give you a good indication of just how large the recent print runs have been.

Right now the value of a box is over $100, all normal sets fall to around $70. With Masterpieces (and a modern-usable land cycle), the value of the standard legal set is going to fall to even lower than that, maybe $50 or so at a guess. From a price standpoint, the set simply does not have enough value to support Chandra's current price. She might be the most played and desired card of the set and she would still be WAY overpriced at nearly $50. Maybe she hits that if she sees heavy modern play with no reprints after a year or two, but right now the entire set is overvalued (from a monetary standpoint).
Yeah not Over-Hyped. She is VERY good. In my testing she's easily the best walker we've seen in a while. I don't think she's "Jam me into any Red deck" good. But she will dominate in the decks she fits into.
Chandra wants to be played with cheep, preferably red, spells. Cards like Harnessed Lightning and Incendiary Flow are premium in decks built around Chandra. Being able to play her into one of these spells effectively makes her a 2 mana planeswalker on turn 4 or after. That's kind of insane. In theory 2 mana creatures could also be used but I haven't found many uber playable 2 mana creatures. 3 mana, however, hoo boy! Hanweir Garrison and Mom just love Chandra. You can't play them turn 4 but once you hit 5 lands then the fun really takes off. That's the beauty of Chandra, Torch of Defiance. Her lines of play are quite varied. One turn you may just want to jam her once you get to 4 mana, tic up and play a removal spell or -3 in a pinch, but another you may have the 5th land in hand, a turn 3 play and a value 3 drop creature. Turn 5 Chandra into Mom feels real good (though I've been playing a lot more Garrison recently).
You also want cheep spells to benefit her first +1. Sure it still burns for 2 if you can't play a spell, but you want to skew your deck so that you always have the choice to cast or burn. Big spells sometimes force you to burn when you'd otherwise have wanted to cast.

Chandra has absolutely no where to go but down, and she is overhyed to the extreme right now. She's far from bad, mind you, and is extremely good. Just not ZOMG, Red Mindsculptor good. She's more akin to Gideon, I feel. She'll almost always be good on most board states, will occasionally be stellar, will often enough be not good enough (If your opponent has a well developed boardstate she is pretty damn poor).
Basically, she's great when you are just around board parity or ahead, but does very little to get you back into the game if you are a good deal behind. Note that this isn't a terrible place to be at all, particularly for a 4 cmc walker, but she's not nearly as game-breaking as people seem to think.

LoTV went down to as low as 18 usd during standard post release because at the time she was released she didn't have a modern home yet and pack openings were on a rampage. She also saw only limited play in standard due to not having a specific deck to fit into, which I don't think will happen with Chandra.
So yeah, her price ain't going anywhere soon, but just wait a few months after pack openings ravage that price tag and she will be down to 30 or 25 usd pretty fast. I don't really see her spiking past her starting price when the tournament week comes either. The entire problem is that people want her right now on release day and they are going to be paying premium to play her in that regard. Retailers are making 100% sure of that. If people were patient and realized that in a few months pack openings are going to crush the demand for her we likely wouldn't have so much pressure at the front end.

A lot of people are buying singles and two-ofs to experiment with, but I doubt anyone is buying a play set. I did buy two to work with for now at 42 usd each, but don't expect her price to hold there unless something really crazy happens with her second +1 in ramp. In all honesty, people should be picking up cards like Gideon right now rather than looking at pre-order walkers. The set is going to be opened to death and there's no way anything is holding it's price in the long term. Usually it's the second set that has the higher price retention these days.

Well, to elaborate on the post I made earlier, Chandra, Torch of Defiance is valued in standard largely because she is one of the few sources of mana ramp the upcoming meta has and she is a planeswalker. She also gives reach to red that the color severely lacks, but on the flip side they sort of made burn rather weak in the last few sets, so this more so makes red actually competitive again.

The other 2/3 its going to be a siege effect. Besides, at 4cmc in red I think I would rather just burn for 2 than play a land anyway. If you really need the mana thats what her ramp ability is for.

you will be shocking them rather than drawing a card in the majority of circumstances.
that's what Tiemuu means and he's completely correct imo. my testing has played out in this way. Chandra's +1 is much more similar to a one-sided Sulfuric Vortex than an Outpost Siege.
and to be clear: that's most likely an upgrade! the RW Outpost Siege deck would have killed to be able to use flipped lands or bad flips as free Shocks, even moreso if it also got to Shock on entry, murk a creature, or make RR.
but thinking of her as "Sulfuric Vortex on steroids" instead of "Outpost Siege" implies a very different approach to building decks with her, and I think a lot of people haven't figured that out yet. Chandra looks much more like an aggro top end than a midrange or control card.
Well, ultimately the question isn't if she is good, but rather is she worth her present order price and the answer is definitely no. We are stuck in a bad position as players because our objective is to play good decks in constructed when wotc deals mostly with packs. That and the demand on Chandra is going to be insane.

Cool topic. I have to agree with most in this thread that she is not over hyped but is over priced. The only card to see anything close to consistant $50+ while in standard is baby Jace. He was also splashable and cost only 2 cmc. Chandra is 4 cmc and I could see maybe Jund running 1-2x of her, I can't see her anywhere else but standard(not counting casual play like commander of course).
So, I also agree she will take the Gideon/Avacyn line where she will spike up then fall.
I also pose a question to those more knowledgeable of the finance end: will the masterpiece series help keep her price down? If not, then everything in standard is going to be dirt cheap because she and the masterpieces will soak up all the cost.
I would say yes because Gideon and Avacyn debuted in a time where white was in the top 2 colors of magic. Red is currently #4 behind black. IOW, there are not 4-5 decks you can just jam her in like you could with Gideon/Avacyn.
Now Chandra could change this and if a R/X deck with Chandra is really good, her price will still fall but more slowly. I would feel comfortable paying $20-30 for her because red seems to be on the comeback and I think the Grixis colors will get some love in Amankhet(Nicol Bolas!!!!!) so Chanra should get a few really good burn spells and creatures.
Honestly, what of any note rotates for red when BFZ block leaves? GDD and Koz Return. A few decent burn spells but not much that saw any play. So it looks like Red can only get better going forward until SOI rotates.
This set isn't going to be opened like BFZ was. BFZ was an insane nut job mix of collectors wanting to get full arts to resell later at discount prices, players and retailers opening boxes in droves for their own reasons thanks to expeditions, and a really massive print run. This set will be opened a lot, but without fullart speculation driving things even the rare foils are not going to force things in the direction of BFZ block. People are STILL opening BFZ right now.
Also, I'm considering canceling my preorder on chandra before she ships. It's really wierd, but everywhere I've tried to fit her in, she's just win more and not really helping at all. She looks like she would be great to curve into combustible gearhulk, but she overshoots by a mana turn 5 and if I'm playing 6 cmc creatures I'm likely playing some kind of mana ramping earlier like Cultivator's caravan. In burn, she looks like she could really give some reach, but most red decks that burn don't have answers in the late game for bombs so even with the extended play you're still ending up getting crushed. The one use I've found for her is a way to cantrip Reckless Bushwhacker for surge and as a really expensive Flame Lash. Nissa actually feels pretty solid in comparison.

Now Chandra could change this and if a R/X deck with Chandra is really good, her price will still fall but more slowly. I would feel comfortable paying $20-30 for her because red seems to be on the comeback and I think the Grixis colors will get some love in Amankhet(Nicol Bolas!!!!!) so Chanra should get a few really good burn spells and creatures.
Honestly, what of any note rotates for red when BFZ block leaves? GDD and Koz Return. A few decent burn spells but not much that saw any play. So it looks like Red can only get better going forward until SOI rotates.
Also, I'm considering canceling my preorder on chandra before she ships. It's really wierd, but everywhere I've tried to fit her in, she's just win more and not really helping at all. She looks like she would be great to curve into combustible gearhulk, but she overshoots by a mana turn 5 and if I'm playing 6 cmc creatures I'm likely playing some kind of mana ramping earlier like Cultivator's caravan. In burn, she looks like she could really give some reach, but most red decks that burn don't have answers in the late game for bombs so even with the extended play you're still ending up getting crushed. The one use I've found for her is a way to cantrip Reckless Bushwhacker for surge and as a really expensive Flame Lash. Nissa actually feels pretty solid in comparison.
