Game plan 1: Copy creatures and attack with them.

This is a starting point. I know very little of standard at the moment. Biovisionary looks like a fun card to work with.
This deck is stupidly cheap as it stands. I'm willing to pay a bit more. Lets say an upper limit of $30.
Tracker's Instincts is probably not the best creature search given how few creatures I actually have in the deck. I need to find the 'visionary in order to use it as a win, of course.
I'm sure there's cards in DGM that I could use, but please no spoilers.
Maybe add some more ramp (Farseek) or some more stall (Fog)?

Also dual/shock lands would be great to add (albeit maybe out of your budget). Hinterland Harbor and Breeding Pool in particular.
Honestly, I know it's not exactly a budget, but you can mill your entire deck and Unburial Rites Angel of Glory's Rise to bring your four biovisionaries back to the battlefield, thus way ending the game at the end step.
It's a novel idea, but I think that most metas are heavy on control elements, and since you need all four of them to work, all it would take is an O-ring or other exile effect or some -1/-1 counters to completely upset your win-con.
It's a very fragile deck. I would consider running lots of blue counterspells.
Might I suggest using cheaper/hexproof creatures, filling your battlefield with them... Then play Infinite Reflection once you have Biovisionary on the battlefield.
I use Axebane Guardian and defenders to cast Biovisionary and Infinite Reflection, then if that doesn't stick I always have the infinite mana combo!

Although, I do like the self-mill idea. I suppose if you mill out your entire deck, Laboratory Maniac would be the more effective win.
Perhaps this would best be attempted outside of standard, where copy effects abound.
