This card actually makes me want to play a midrange deck, and I haven't played midrange in years. There are a lot of spells worth hitting at the three-mana mark. It's a Goblin, but I wouldn't play this in a deck with Goblins, or many creatures at all.
You should also look at the targets in other colors, multiple charms make it very versatile, surge of righteousness, and ruinous path kill stuff, could even get a second shot out of temur battle rage
Not quite as good of a list as I expected -- but I'm sure this will be further fleshed out as we get more spells from OGW.
Dromoka's Command seems pretty solid as well, as it lets the Goblin itself eat a Rhino when it enters the battlefield. Feed the Clan is also a card that shows up now and again in sideboards and has positive interaction with it. Fiery Impulse is still 2-for-1. You could run some dragons and have Draconic Roar and Foul-Tongue Invocation.

Surge of Righteousness is a no-go; it requires an attacking or blocking creature to function. Rending Volley and Self-Inflicted Wound are both fine though.
Main reason why I love this guy is that he could flashback spells that cost UUU or BBB in a deck that has no blue or black mana sources at all. Snapcaster Mage allows you to flashback any spell but you still need to have the right mana for it.
So I could see him being played almost like a reanimator card. I mean I could see someone milling himself with something like Gather the Pack or looting with Jace, Vryn's Prodigy/Tormenting Voice just to get specific spells in the graveyard that you can't normally cast.
I just wish there were more ways to "blink" or "persist" creatures in standard other than bouncing/saccing Suspension Field.

You're right.
I left Painful Truths off the list for that exact reason and then went ahead and didn't process that Flames was exactly the same. Fixed.
Recasting a Draconic Roar or Kozilek's Return seems pretty sweet. You can also See the Unwritten into it and still get the trigger.
